Multiple Item Discount Not Applied to International Orders

I opted in to eBay's international shipping program and have noticed that my multiple item discounts are not applied to those sales. Does anyone know why? It's a PITA to have to manually create a refund.

Bulk Shipping Not Working

When I click on Actions / Shipping / Get Shipping Label I get a page with all my orders essentially empty but each shows this error: "Sorry, we couldn't load this order. Error getting order from server." Anybody else having this problem?
