Scan Form Not Available Anymore?

Suddenly in recent days, I am unable to generate a SCAN form using eBay Bulk Shipping to create my labels. I get the message "Bulk label printing error, Error retrieving scan form."Anyone else have this problem? Has eBay changed its process?
