I don't have a printer to download prepaid return label, so what else

When doing the formal Return Request and after stating reason why, it is
asking for a photo. Whaaaa? When did this become mandatory and why?
Aggravated because taking a pic etc at this time is a big problem for

would be paid immediately (w/o choice).
