When doing the formal Return Request and after stating reason why, it is asking for a photo. Whaaaa? When did this become mandatory and why? Aggravated because taking a pic etc at this time is a big problem for me.

eBay has done this randomly for returns since about 2 years ago. I believe it is to show visually what is the problem with the item to support your reason for return. I don’t know the parameters that cause eBay to require a photo. I just know it’s only required when you file a not as described return. It doesn’t require a photo if it’s a remorse return reason like “I didn’t like it”.
Why is it a problem for you at this time? Can you wait until it isn’t a problem to file the return then with the photo?

Ok, the answer will be the same answer that I gave you yesterday regarding the shipping label. The local library. Hopefully the item is lightweight. You can go to the library. They have tablets. The librarian can help you take the photo and send it the seller using the tablet. If you get the shipping label and do not have a printer, you can get the label printed at the library for 10 cents.
Also , maybe you have a neighbor , friend or relative nearby with a working phone/tablet and wifi and a printer. They can take the photo and send it to ebay. They can print the label for you when the seller sends it.
