As I noted in my initial response: eBay does not in fact handle
harassment claims. Neither buyers nor sellers have any recourse against
harassing messages. In fact, I contacted an eBay employee about a
particularly persistent case of harassment once*...
The seller probably doesn't feel it's worth it to bother with the hassle
of a return. Whether or not you want to ship the item back at your own
out-of-pocket expense is up to you. Personally, I do this if return
shipping isn't particularly expensive....

No sane person wants to purchase goods that reek of nicotine. Nicotine
odor is notoriously difficult to scrub out, whether or not your items
are still factory sealed.
Don't just try to appeal the decision, actually reach out and contact
eBay via telephone and explain the address mix up. It's much easier to
resolve these disputes person-to-person.
