Buy it Now - stuck at "your payment is being processed"

A couple of days ago, I purchased an item from an international seller based in Spain. I used the 'Buy it Now' option with a credit card. Normally my payments go through instantly, but this particular item is stuck at "Your payment is being processed." eBay doesn't actually explain what's going on with the payment or why it's being delayed. No, there's no issue with the card itself. I'm within my card's limit, and haven't had any issues with using the card and 'Buy it Now' in the past.

I reached out to the seller, and he explained that it was simply the result of currency exchange. I'm not sure what he meant, as I've purchased many items from international sellers before and there was no delay / pending exchange. Again, these payments always went through instantly.

Is the seller correct, and this delay is simply the result of a currency exchange process? If so, it seems quite unusual for such a process to take several days to complete. I'm also at a loss as to why I've never had this issue with any other international seller.
