Respectfully, if it's not a defect, why are sellers penalized based on them?

Thanks Brian. I don't actually think it's a glitch, and is very possible it's supposed to work that way, but I want to be sure.

as a buyer who is aware that the seller is under that constraint...i have sometimes held off extra days before paying in order to "buy time" for the seller in order to get the combined shipping. the lack of combined shipping is expensive for the buyer, and an inconvenience for the seller. wish we had that as a limited-time option (obviously too long a wait is impractical), and it should be approved by both, buyer and seller -- so neither takes advantage of it.

glasser, Just want to add, we've asked for this before.....there should be a simple way in the communication flow for buyer to request delay, seller to accept the request or not, and ebay to note it and adjust the handling time requirement for that transaction.

You can select individual orders to create labels for, as you process them, on the bulk shipping page. The process involves selecting all of the orders you do NOT want to create labels for, clicking the remove button, and you'll be left with the order to generate a label for.
The scan sheet only applies to the labels that have been generated up until it is created. And you can generate as many scan sheets as you want to during the day to cover subsequent shipments.
I'll try it tomorrow, but that is a incredibly annoying work around if it works for me.

@pursesbrasplusmore - Great question! The team that works on how item specifics are displayed can be reached at sdsupport@ebay.com and I would recommend sending them an e-mail with these suggestions.
I'm not able to see this page on your account, would you mind creating a thread here and tagging me with a screenshot and this will help me get information on that.

American Express is still available on seller's listings who are NOT IN Managed Payments and are still having their payments processed by PayPal.
I have not searched all of the eBay categories but I have observed that this is taking place in the Coin and Paper Money categories, the Watch categories, and certain Jewelry categories.
Here is a thread within the Payments forums that discusses this problem with detailed examples and a lot of screenshots.
