How do I set my store to domestic shipping only?  I've spent the last hour trying to set this for all future listings.

You get to go through and exclude all others to do such.

Go to Account then Seller Account then Site Preferences then Shipping Preferences.

De-enroll from Global Shipping Program at the top, if applicable, and then work through Exclude  Shipping Locations settings at the bottom.

I sympathize.  It's another instance of how ebay boxes below its weight, no pun intended.
