I have 4 items go out for delivery on the 28th, the tracking shows all 4 items were delivered at the same time and place. but I only received 2 of the 4 items.
I checked with my family and the people next door and I could not find the 2 packages. I got with the post office any they could not find the two items ether.
I told the two sellers on the 28th and have been keeping them upto date, one said nothing the other offered a 3$ refund for the 15$ item.
At this point what should I do? The two missing items were sent first class and the tracking says delivered.
The sellers are not intirely at fualt but they used the USPS to deliver the itmes and it is there reposabilty to make sure I get the itmes. But I'll never win a non delivery case when the tracking says deliverd and a SNAD would not be right as I have nothing to retrun.
What sould I do at this point?

Perhaps they did, perhaps they didn't. There is proof from a 3rd party that the item was delivered, there is no proof from a 3rd party that it wasn't. IF the item was actually misdelivered, someone is going to get the shaft. Who would you suggest that be? Should it be the person the USPS says they DID deliver it for, or should it be the person who just claims it didn't arrive?

The buyer will likely have no problem getting a refund through a credit card chargeback.
I have actually fought a few of these AND WON. If the buyer's CC issuer opted to refund out of their pocket, that's cool, but it didn't come out of my pocket.

IF the item was actually misdelivered, someone is going to get the shaft. Who would you suggest that be?
The carrier, followed by the party who let the carrier off the hook by not insuring.

Well then.
The FTC regs require that purchased goods be delivered to the customer, not the address. How do you like THEM apples? 🤔
This is why amazon requires a signature to defend an INR.

No; and insurance wouldn't be denied because tracking shows delivered, either.
USPS would of course point to the tracking when defending against the claim - as it should. But it is no more valuable evidence than the buyer's signed statement that it was not received.
These claims don't fail because they are invalid; they fail because one party (usually the sender) does not pursue them within the claims window and with the required documentation.

The facts are as fallows.
i never received the items,
the items were never delivered.
The post office people have no knowledge of the two missing packages but recall the other two delivered the same day.
gps tracking days shows that it was delivered in the middle of the street no newer Newark my mail box.
i had a person at my home that retrieved the mail seconds after delivery and they only got two packages.
the sellers mail curry failed to deliver the items and this is a case of INR.

How so? I dont spend all day leaving feedback, I have over 200 items bought I have yet to leave feedback for. Only time I leave feed back is when asked to or to leave a neg to warn other buyers.
Every once in a wile I leave feedback for 10 or 15 items, but thats about it.

Since you feel this is a case of INR, please go ahead and start one.
And, personally, I think 29 negs and 17 neutrals is quite a few transactions you've had problems with, even if you've not left 200 feedback.

That's 289 and not 200, and I mostly buy old second hand computer parts witch is a very high risk market on eBay. Nor do I bother with looking at feed back.
the negs are for a much smaller number of items then the number of deals that go ok.
46 bad deals out of 530ish is not a lot.
Thats about 8.6% if my math is right.
Not it that it really matters. I have proof from 3 3rd parts that the items were not delivered to me.
a family member, the post master and video surveillance.

Just to add to the post master part. He doesn't know if the items were delivered, all they know is something cosed the packages to be marked as delivered when they never were.
