I cannot find the specific answer to my specific question. When a buyer sees something shipped via EIS, they see a higher total price. I quote both direct international and the EIS international option worldwide… BUT:
Post EIS: Once it moves into EIS, for PR. AK, HI: could I still quote & ship regular ground advantage to those places thru ebay shipping? Or does ebay only show the higher prices via EIS? (This is for Puerto Rico, Alaska, and Hawaii).

MORE DETAIL:
Example Scenario:
1) I am the seller.
2) Customer resides in Puerto Rico. (Or Hawaii, or Alaska).
3) I have a listing, with calculated shipping USPS Ground advantage, 4oz. Price is US$10.00
4) i also have EIS enabled on the account.
5) if they can see the straight USPS Ground Advantage cost, they see $10 + $4.06 shipping. (Puerto Rico is actually cheaper than
6) If they see the EIS cost (because the hub remaining system costs more) they see $10 + $19.06 shipping.
I want the customer to still be able to see the cheaper regular option . After ebay makes the EIS change in Q3, when they move Alaska, Hawaii, and Puerto Rico to EIS (per their announcement), will the customer still be able to see the $14.06 total cost?
ADDITIONAL DETAIL
For example, a buyer in Ireland can choose to buy via my direct international shipping quote, OR use EIS. Will the puerto Rico person get the same option? (Except they would theoretically choose the usps ground advantage, and not the EIS Rate).

I don't understand your question, where are you asking for it to be seen?
If you are talking about in the shipping section, then It's expected that PR will work the same as EIS works with international locations today.
The buyer will have the option, so if you are offering cheaper direct shipping to PR, then they can select that.

Prices are kind of changing this month...so what is stated now can go higher next week or next day.
I suggest to be very careful...this is something new...and should not roll out with new pricing on USPS at the same time.
