Being charged for some shipping labels when choosing pay from avainlable funds

When I double check what is being charged to my account by Ebay, I found that I am being charged for individual labels, not all labels but just a few here and there, nearly one every day. Any reason for this?

eBay stop marking items as shipped just because a tracking number is listed by seller

Sellers abuse this and consumers have the clock running, even though it has not actually shipped. eBay should not indicate the item as shipped, until the shipper confirms receipt! JMO
