I just got scammed. I ordered a samsung s8 Plus from the seller and when I received the pckage, it was a battery pack. I tried to contact the seller he said that it's not the item he shipped. I opened the case tho.
I tried to contact the seller again and he said I've violated the policy cause I used my paypal acc that based in Indonesia (I'm from Indonesia btw) to pay for the item here in CA and having it shipped to my address in CA. Please help what should I do now?

If you were in Indonesia when you received your package and you used a 3rd party carrier. I am sad to inform you, I think you are out of luck. SInce a reshipper was used, there is no way to prove that they did not tamper with your package. Sidemouse is correct. But, you should contact eBay and tell your story and hear this information from them.
She was in California and has remained in CA the whole time.

…at that time I knew exactly weight of the phone and the battery, I didn’t tell her, and I twisted the story a bit to see her respond.
Her respond: “Hey it definetly less than a pound”
All I cared at that point, if the battery is Dell Latitude D400 4 Cell or 6 Cell. So, unaware she told me that the battery is 4 Cell (9 ounces)
So, is there a reason for her not giving us the weights?

Weight is not relevant, it was a flat rate envelope, buyer did not receive a phone, and seller has escalated.

TOO..
nSorry but none of what you are talking about will be of any help to this buyer. Ebay does NOT decide these kinds of Disputes---based on WEIGHTS. All the buyer needs to do is to file the Correct Dispute. And that Dispute is called "Item sigiificantly not as described."
Although I am a llittle concerned about how this item was shipped. If the buyer used a Freight Forwarder---then I think he is not eligible for any buyer protection.

...what I’m seeing here, the seller needs a help!
...not a buyer!

This is not directed to you garment, just in general to everybody who is reading and trying to help in this wayyyyyy too long thread cause I'm too lazy to look up my own post. ( And yes, I'm shouting.)
1. WEIGHT IS IRRELEVENT SINCE THE USPS DOES NOT WEIGH FLAT RATE ENVELOPES THAT APPEAR TO BE UNDER 70 POUNDS.
2. IT WAS NOT FORWARDED. IT WAS SHIPPED DIRECTLY FROM THE SELLER TO THE CALIFORNIA ADDRESS PER THE INSTRUCTIONS ON THE PAYPAL PAYMENT PAGE.
Hope that helps.

SO..
YOU have been getting CONSISTENTLY incorrect inormation from one of the posters here----who does not know how Ebay handles Disputes---especially Snad Disputes---which is what you are involved in. Ignore all the stuff was said about the WEIGHT of the package. Ebay will pay no attention to that.
Instead read only the posts that tell you how to file a SNAD Dispute. Those posters DO KNOW the real rules and the right procedures

CREOLE...
Thank you for THAT CLARIFICATION! NOW IF ONLY I could figure out the rest of this. I still do not know WHAT ADDRESS it was that this buyer wrote wrong. His California addess? His Indonesian address? And where was the package located when the buyer "retrieved it.
And why did he retrieve it?> Or was it the Post Office who sent it back to the buyer's PO?
And then there is the issue of Signature Confirmation. Was this item actually over $750 in cost? If it was delivered without a Signature---isn't it entirely different Dispute---that needs to be filed?
This buyer gaveus a mountain of information---but somehow there appear to be a lot of details that were left out.

The buyer had it shipped to her address in Cali. She picked it up from the PO because the seller got her address wrong. She has remained in the USA the whole time
