Hello that any of you has being charge extra for using a fragfile stamp in the package to be deliver;
my client who took over a week to claim the package hold at the post office because she was't available to pick-up claim that the new charges should be paid by me; before she lives again for over a week we both talk to E-bay who claim that there is absolute to more charges for the deliver that probable the charges are for storing the item. Now her reason to get a refund is that the item do not match the picture

USPS does not charge more for 'Fragile' although other carriers do.
All that doesn't really matter as the buyer is now returning the item.
You need to 'approve' the return and 'approve' the payment of a return label or ebay will just refund them and ding you for not taking care of your customer.

USPS does not charge a storage fee, but they do offer a "Special handling" upgrade for a fee ($12.15 extra). If this sticker was used on the package, then the special handling fee must be paid:
If that is the case, and the package is returned to you, then you will need to pay the fee if it has not been paid.
If the package has postage due on it, and it is returned to the seller because the buyer doesn't pay the extra postage, then the buyer is covered for Item Not Received under the eBay Money Back Guarantee.

Since they have to drop those packages more than others, they impose that extra fee to cover the extra work of dropping and picking them back up.

thanks for clarified that so the Fragile sticker cost $12.75 so I have to consider that in my prices when the item is fragile or just claim the lost through usps insurance if it breaks in the way

I never mark a package fragile. If you pack the item well, it won't get damaged. Key is to have zero movement of the contents. Shake it and you'll here. Double boxing gives extra protection too.

As a practical matter, what does the extra $12.75 actually get you? Forgive my skepticism, I'm not arguing against it, but there's no way to predict what will happen to a package. I'm with @lesegouts ; take the time to really package items securely. It will sometimes cost more to ship, there's no way around that. If you're comfortable throwing the package down a flight of stairs or off the roof of your house, that's about right.
