Buyer changed shipping conditions. My buyer purchased two items and combined shipping. However the shipping selected is not large enough to contain both items, USPS flat rate small box was selected, he bought 16 cassette tapes and that box only fits eight. He has not responded to my contact emails, do I have any options?

Purchase the label through eBay. Just change the choice of service to regular basic Priority package, and enter the package dimensions and weight, before you purchase it.

The buyer can only choose from among the options that are available in the listing. Pack up the tapes in a regular box and ship them via regular Priority Mail.

Thanks for that, to be clear, I just retain the shipping charge and pay out of my own pocket instead of printing my label through eBay?

Buyers cannot 'combine shipping' unless you have it set up that way. Sellers 'combine' shipping for buyers, upon request.
Also note: the 'buyer chose' on the shipping portion of ebay is 50/50 whether correct or not. I have only 1 type of shipping for an item; either 1st Class or Priority (never an option, 2 different items). If a customer buys one thing and pays $5 for the 1st Class (because I have it set as a 'flat rate amount' for that amount) and then pays $15 for a Priority (again- because I have the listing set up that way) and I choose to combine, I can and either refund them the $5, or if the weight comes in and eats most of that $20, they get nothing.
But I have items that are shown as 'buyer chose' Media Mail and all my items are listed in Ebay Motors Parts/Accessories and NOTHING sold there, or in my listings, is for Media Mail.
Therefore, the system doesn't work. You 'choose' the right shipping when purchasing a label (just click 'see more' when they show you 3 ways to ship)

My buyers like to combine shipping but before payment I send an invoice with the actual amount and sometimes there is no savings for them.
Your buyer should be paying the correct total amount (which is not more than the 2 individual charges of course).
