So, I got a buyer that claims I sent an item to the wrong address. He wants his money back. It is an inexpensive item so he will get his money back, but... investigating this I discovered some odd behavior with the eBay system changing the city name on the final label with no record of that actually having been done. So, the city label was Medley and that was changed to Miami. Now, Medley is a small town in the Miami metropolitan area, according to Wikipedia so there may not be much of a difference in practice. But I am being accused of sending something to the wrong address, and the address doesn't exactly match, so it is a bit annoying. Anyways, below is linked images stripped of any personally identifiable information of the shipping label, the shipping page when I try to print a replacement label for the same order and the shipping label record of what was actually printed. As you can see, eBay claims this was sent to medley, FL when in fact the label was printed with miami, FL as the city name.

Did you maps both addresses and see where they go ?
I suspect you being played. They probably got it.
What does the tracking show on the USPS website for delivery.

I suspect it went to a freight forwarder.
If you view the profile of the buyer does it say their location is in the US?

The zip code stayed the same though.
I don't think it would matter what city (or if it's misspelled, etc) as long as the zip code is correct.

Tell the buyer to open an INR case. When you receive notice of the case, respond with the tracking number that shows delivery.
It was delivered to the correct zip code and you are protected.

Yes, that's correct.
USPS recommends using Miami for that zip code. The buyer is trying a scam. They used to use Doral instead, but there are several options available.

This was my response to the buyer. I have not sent a refund yet...
In order to make sure this issue is dealt with correctly, please open an item not recieved (INR) request.
This eBay article guides you through the process:
https: www.ebay.com/help/buying/returns-refunds/get-help-item-hasnt-arrived?id=4042
The 5 steps to follow are as follows:
How to report an item that hasn t arrived through My eBay
1.) Go to your Purchases and find the item.
2.) Select More actions beside the item and then I didn t receive it.
3.) Check the box beside I d like a refund or I d still like the item.
4.) Enter any additional information.
5.) Select Send request.
This process was created by eBay in order to protect eBay users from situations where a packages is mis-delivered by the shipping carrier, is stolen after delivery or there is an issue with the address printed on the shipping label. Issues with delivery could be the result of seller error, buyer error, carrier error, eBay technical issues, etc.
I hope this helps and we apologize for any issues you have experienced.

I'm just surprised that you got a USPS Delivered scan at all shipping to that Miami location. So that is a positive thing. I have to wonder if USPS packages going to the Miami area are back to being scanned as Delivered or if the non-scanning problem still persists.

So, here is the update. The buyer gave me a different address similar to the last one but in a completely different city and state. I didn't send a replacement and just had him file an INR. I refunded the money, he gave me negative feedback but I can't seem to find or read the feedback (it seems to be hidden from my profile and so when I click on the red negative icon, it doesn't show it). Any way to see what was written as negative feedback when the feedback seems to be removed?
As far as the original address, trying to map it via google maps doesn't work but the new address given in the different city and state does.

The neg FB is not on your account - eBay must have blocked it due to seller protections. Why did you refund the buyer? You had a confirmed delivery scan.
