Notifications (bell) not working again

My bell doesn't work either neither does someone elses. I got a message from them but I can't reply back-what happened to the messages here?  Page is all different looking and doesn't work? It was fine at 4PM Eastern Time when I logged out came back to a mess!  rebecca@ebay

My envelope thing is staying lite up too but I can't respond to the message I can see it. Did someone rearrange the message part of this place? It is totally unusable like this!  rebecca@ebay 

When you hit preview you can't see what you wrote either. That "widget message" is back again.  🙄
