I got charged crazy high international fee even the seller and buyer are located in EU (zero fees according to eBay terms). Plus, I am unable to contact support, absolutely zero chance to contact them because they just support US phone numbers or German but I live in other country. How can I do that?

Yes you are subject to a fee according to your location.

Can you tell us the specific amount and percentage of this "crazy high" international fee?
Can you tell us which eBay site it was listed on, which country you are registered in, which country you shipped to, and the terms you think apply to the sale?
The international fees varies greatly depending upon which site you list on, which country you are registered in, and which country you are shipping to. Perhaps you are mistaken about which terms apply to the transaction.

I can cite eBay terms on international fees: "eBay removes Final value fee for private (C2C) sellers listing on ebay.de who reside in the European Economic Area."
It was listed on ebay.de, seller: Czech Republic (EU) to buyer: Italy (EU). Well, the conditions are met and the fee is zero. I want to talk to someone responsible. How can I do it when they support only few international phone numbers. It is said that they charge international fee but their support is not international - just ebay gonna ebay.

You are asking this question on the USA eBay.com site, you might be better off asking on your local page as they would be more familiar with the question.
For the USA site, there are international fees charged on payments coming from non USA banks even if the shipment is going to a USA based freight forwarder.

It is free to sell if you are a UK based private seller. It is not free to the Czech Republic. Your location says you are in the Czech Republic.

Check the list here to see what your fee would have been (you would be consider EU (Unsited) because they don't have a site specific to your country, I believe, but I'm not totally up on my geography and borders in that region): https://export.ebay.com/en/fees-and-payments/seller-fees/international-fees/#international_fee I'm guessing you'd fall into that 3.3% category, which honestly is a pretty minimal fee compared to paying the FVFs we pay here (though I don't know for sure if you pay those as well).

I am pretty sure the international fee is different than the final value fee.
That is why it has a different name, and is listed in a different section of the fee page.

You are in Europe, but you are not in the Eurozone. The Czech Republic is defined as being in part of Europe according to the page you found and the section that @brightlightbookseller is referencing. If I'm understanding it correctly, your sales would be subject to a 1.6% International Fee.

You are not in the Eurozone from what I can tell. The Eurozone consists of Belgium, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Austria, Portugal, Slovenia, Slovakia and Finland. No Czech Republic on that list...
Edit: You still haven't explained how much this "crazy" fee was for. I can't see any sales on this account to know what you sold.
