eBay item not yet authenticated after over 2 weeks

I was written earlier today by the buyer with photos of the damaged item, but the buyer didn’t contact me for almost a week, what do I do? Am I responsible, should I refund (although my product has no refunds)?I am also new at this.

New Cancellation Policy

Not sure if anyone else is having the same problem, but ever since Ebay changed the cancellation policy, cancellations from winning bidders have increased substantially. Doesn't seem to be in my best interest as a seller at all.
