I am a buyer and never sell, I would like know for example a seller show their delivery estimated date is 23 Dec - 31 Dec, but if they do not send, will they get some warning from ebay rules or any?
Some sellers get not good price in bidding so they do not send their items and plan to sell it again next time.
And I more question, estimated delivery date is what the seller input schedule in ebay system? Or ebay forces input schedule automatically?

After customer purchases item EBAY will remind Seller to ship item. All Sellers have policy with EBAY that states when they will ship item (same day, 1, 2 day or more) and if Seller neglects to ship item out before deadline...EBAY will give them a "defect" against their account.
Estimated deliver date comes from EBAY (this only shows the "best case scenario" and rarely accounts for extreme weather conditions). So to be fair to the Seller I would not hold them responsible to "expected deliver date" (this is only an estimate). Sellers have no control over USPS.

You are asking two different things.
The seller "sends" their item within their stated shipping and handling time.
The delivery estimate is not anything a seller sets. Its an ESTIMATE across a range of dates, and tye clock starts running once a seller ships the item. Its not a guarantee. Further ebays stated estimate may not be the identical estimate of the carrier.
They are estimates, not guarantees. They are given to give buyer and seller a general idea of when to normally expect a package. When the systems are low or normal volume, often packages arrive in the early part of the estimate range date. When the systems are overloaded with packages, they often exceed the date range and are delivered later than estimated.

eBay uses their 'system' to 'figure' estimated delivery dates. For example, I CLEARLY show "5 Business Days Handling" (also shown on all listings) but if someone buys on the 20th; the 'system' says item will deliver between the 23rd and 28th.
How POSSIBLY could the item get there 2 days BEFORE it's even shipped???
For the 'other' question you had regarding 'sellers that don't get their price etc'- that is a COMPLETE different ballgame. Yes, they either do NOT ship, or they CANCEL or.....

If you still haven't received your item by the estimates delivery date, you may click on "I haven't received my item" to file a INR (item not received) case.

Please keep in mind that as you stated above, that is an estimated date, not a guaranteed delivery date. What was the handling time on the item you purchased. A seller is suppose to ship within their stated handling time on each listing. How do you know they haven't shipped it?
Are these items that a seller would send them with tracking or a they small like cards or something that would be mailed in a small envelope and likely no tracking?
As for Rules that sellers have to adhere to, I assure you Ebay has a lot of those for sellers. We are evaluated every month to make sure we are adhering to the rules. And if a seller has gotten what is called a Defect, too many of those cause various sanctions against the seller.

Well they shouldn't. A seller that does this should be filing a Cancellation using the reason that the item is OOS [out of stock]. A buyer gets an email each time a seller files for a cancellation and that email also tells them what reason the seller selected. If the seller selected the reason as problem with the buyer's address or that the buyer requested it, PLEASE be sure to report the seller as this is simply not allowed. They should be filing it using the reason that it was OOS or damaged, which does cause a Defect on their account that I previously described.

The ETA dates are put into the system by Ebay BUT they are supplied by the individual Carriers. The Seller has ZERO control over these.
Have you contacted your seller to see what it going on?? That should be your FIRST step. Always communicate with your seller if you are having an issue or question. They can't know there is a problem unless you communicate with them.

You may need to open an INR [Item Not Received] claim.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find this transaction. Look what the estimated time of arrival window is on your purchase. When it is one day past the last date, then file an INR claim.
That will protect you and your money. Follow the instructions that will appear on your screen. All the information will be there.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find the transaction. Look to the right there is likely to be a large blue box. Return This Item.

1. The seller inputs a given handling time for their products - 1, 2, 3, 4 business day.
2. The estimated delivery time is provided by the carrier USPS, UPS, FedEx. The times will vary based on the service level that is selected i.e Priority, Express, Ground and so on

When we sold on eBay and shipped 1665 items all via USPS primarily Priority services and Ground Advantage for under 16 ounce items. Rarely did we have actual deliveries beyond the original estimated delivery date eBay provided to the buyer - Christmas time a few delays happened - not a major deal - but kept the buyer updated in advance - most delays in receiving tracking updates until the item was delivered. Had a 1 day delivery date on everything, I would ship often the same day, if my carrier had not come by, would ship items that were ordered/paid for late Friday or early Saturdays on Saturday rather than wait 'til Monday in the interest of providing top level CS. Am in the ET zone (GA). which means those folks on the West Coast have a shorter window for me to react. 45% of our items sold went to the Western States like Texas and further West.

The best way to tell if your seller ships on time is to look at their Detailed seller ratings shipping speed, look for a 5.0 rating.

Perhaps you are considering purchasing the item as a gift for someone so your concern should really be about your potential risks when a seller has failed in getting your purchase into the hands of the carrier in a timely manner for delivery.or the likelihood of being granted a refund, should you indicate you do not still want the item when you open the request
Your request for refund may not be granted by the seller
Let's say tracking had indicted at your opening of the INR, that a label has just been created , tracking, & carrier awaits the item but days latter after you opened the request but before you can escalate the request to a case, tracking now has a carrier acceptance
If you then escalate to a case when permitted for ebay review it results in ebay placing the case on hold & granting additional time for you to receive delivery of an item that is now of no use.
Ebay's position in the matter ?
Q How likely are you to donate the item to charity ?
Q How likely are you to find someone to buy it ?

For years, I wish ebay had promoted this as the very first step. They claim they want the seller to handle issues yet they have gone out of their way by encouraging the buyer to contact ebay first. What??
Rather intrusive in my book. I think they have created a rather large gulf between buyer and seller.

International delivery may be delayed for various reasons. eBay may fall short of providing an accurate estimate.
