Alright, there was some back and forth on this before, and I'm going to raise the issue again.
Why, oh why, has eBay decided for us sellers, that a buyer on your Blocked Buyer List should automatically be blocked from messaging you? This is a horrible idea.
Don't tell me it's "redundant" or for my "convenience". Empower me, as a seller, to make my own decisions. This feature makes us have to choose between protecting our accounts from "problematic" buyers and providing good customer service to the aforementioned.
When buyers report a problem with their order, sometimes the reality is that the buyer is the problem. This is a situation where we, as sellers, should be able to protect ourselves and disable this buyer's ability to continue to purchase from us, while maintaining the ability to communicate with them and provide good customer service for their existing order. However, eBay has decided for us, that we can only choose one or the other.
It's very simple ...
-Give us the ability to choose whether we want to block messages from all buyers on our BBL or not.
-(I believe we already have this ability, but if not...) Give us the ability to block messages from individual members, if we need to cease all communication with them.
When a buyer shows me they are a problem, I BBL them immediately, and I forfeit any ability to continue to provide good customer service to them. It is unfortunate that eBay thinks they know better, and makes these sorts of decisions on our behalf .... Give me one good reason why

Okay, I'm confused: isn't this the setting that you want?
It's near the bottom of the Buyer Management page. When it's Off, as above, I would expect that a BBL'd buyer could still contact me. @ajs_coins_and_alchemy , as a test, I put you on my BBL, but with that switch setting above, so can you try sending me a message and we'll see if it arrives? (If it's blocked, I don't know if you will get an error message saying so. Let us know if you do.)
As regards whether an unwanted buyer can get around a block by just changing his ID, I don't think that should work, as the BBL operates using your internal account number, not the name chosen by the buyer. A blocked buyer should, I think, have to set up a whole new account in order to evade the block.

Unless there has been an eBay revision, that choice............. even though it shows.................. was eliminated.
Seems that "your test" was done here on the boards when this heavy-handed nonsense was implemented, and it was determined that there was no communication getting through.

Yes, I remember doing this in the recent past, but given all their fiddling around with settings (and the one I showed is just above the section with those new options for requiring Offer or Bid payment info), we might as well try it again.
I have just added you (@buyselljack2016) to my BBL, so please give it a try and see what happens. I'm alternating between posting here and mowing the lawn out back, so I need to break away for a short bit because I'm losing the daylight...

Okay, thanks. To my non-surprise, I see nothing in my In box. 🙄 I guess they broke that switch at some point. I do notice that the BBL page itself does specifically say that blocked members will not be able to message you, which agrees with what we are seeing here, so perhaps somebody forgot to remove that "Don't allow blocked buyers to contact me" option from that other Buyer Management page.
There's one other thing we might try, just for yucks: I have now set the switch below it as seen here:
I haven't actually changed the upper switch today, so I can't say why the lower switch should work now that I have activated that one, but it was never really clearly documented anyway (e.g. What blocking action is achieved when it's Off?), so we might as well rule it out as a secondary complication. It's seems like we're doing more testing of this than eBay ever did.

I've had 2 more situations just in the last few weeks where I needed to BBL but also needed to keep messaging open and I was faced with a really crappy choice.

Also @a_c_green - click the info icon next to that setting and read the pop-up. The setting applies only to IDs blocked by buyer exclusion settings (location, unpaids, etc) - it does not apply to IDs on the BBL. Doesn't even matter if there's a recent transaction. BBL is blocked. Buyer messages go into the ether and buyers think sellers are ignoring them.

Blocked buyers can not message a seller at all. That button is a completely moot point. EBay made the change last fall that buyers on your BBL can not message you whatsoever. They send a message and they have no idea you dont get it or see it.
Also I don't know who suggested "changing" an ID or username on the same account would work ... I don't believe anyone suggested that? I know that doesn't work. The way around is creating a whole new account (i.e. new ID that way). Had a buyer do that once purely for harassmemt and making threats.

Its a block buyer. There is also a block messages button. There already are 2 functions that have been now overlapped.
I know people love to chime in and be contrarians, I'm one of them, but I'm shocked at how many people chime in basically saying they are "ok" with decisions made for them. I like the freedom to make my own decisions...

I had a problematic buyer message me a (dubious) complaint. I apologized and told them to return for refund. I blocked them. I knew the risks, but I wasn't going to let the potentially continue to buy. I received neg feedback later and part of the complaint was that I was ignoring them. I got the negative FB removed b/c they also admitted in the FB they were asking for partial refund, so that was a slam dunk removal, so in the end I "won" but I rather AT LEAST choose to be able to continue to communicate with the buyer while protecting myself from future purchases. It just doesn't feel right that we can't make this choice for ourselves, it often leads to crappy choices to be made

eBay redesigned the buyer management page not that long ago. When they did, they added a "tell us what you think" link. I encourage people to use that link if they are dissatisfied eBay removed a seller's ability to decide whether or not they want messages from buyers on their BBL.

in fact the survey really seems more geared toward seller opinion about payment pre-auth, although I agree with your suggestion to use it for voicing disapproval of the blocked buyer contact thing. -I expressed my concerns about both that and the pre-auth debacle, although I have to say the survey was rather poorly and confusingly created; they sure didn't make it easy to understand what they're asking for.
ANYWAY, do you have any guess as to how long ago they revamped the Buyer Management page and posted the opinion request? Reason I ask: in that other thread (and others, recently) Mam states that the test period is over for payment pre-auth. I'm not sure why she believes that, but if it is done why would the still be seeking seller feedback about it?

I understand. You may want to block a buyer because they you are beginning to be in a very problematic transaction, and you may want to block them straight away to STOP them from buying anything else. Meantime, you got this PROBLEM transaction still in progress and at times you may NEED to message them to get the down and dirty out of them in a message if they are the scamming type so you have evidence in messages of what is going on with a whacked out buyer. I get it.
