I accepted a remorse return.
It's been over 2 weeks, and there is no evidence of return shipment.
Can I block this buyer now or should I need to wait until the return is closed out?
Thanks.

You can block the buyer whenever your heart desires.

keep in mind that blocking .................. blocks communication from the buyer, and they will have no indication that their communication is blocked.

I would personally wait till it is all wrapped up in a bow and completed. But that is just me.
Sometimes they may want to message you and tell you they want to keep it.
As buyselljack2016 above mentioned no communication will happen.

Thanks --That's what I thought.
There should be way for a particular buyer to be blocked from future purchases but to still be able to communicate about a return, if necessary.

Yup, just the way it was before eBay stepped in to "help" us 🤣 🤣 , but any requests to let us choose who we want to communicate with has fallen on deaf ears.
An eBay policy change to placate those that did not have the wherewithal to use the tools/options presented.

Actually I believe it is your option when blocking buyers to decide if you want to block communications with them too. Not sure if you can do it on a case by case or you have to block or not for all

There is no option to change communication when adding to BBL.
The toggle to block communication to blocked buyers doesn't apply to the BBL, only to buyers who are blocked for reasons such as too many unpaid strikes, or not in your available shipping area etc.
Adding to the BBL blocks communication in combination.
For the OP, if I don't ever want to deal with a buyer again, I block once the return is opened.
My logic is there is nothing to communicate about anymore. I provide a label they return I refund in two days once it's returned. Any issues they would need to speak to eBay about anyways.

I don't have many but about 50% of my returns don't actually get returned. It's quite common.

Even if you block the buyer, communication should still be available through the original transaction. Unless, of course, that has been changed.

That was changed.
Adding to the BBL instantly blocks all communication, regardless of recent transaction. (edit, I will not say 'ALL'. You can still communicate via INR, inside the INR only, there is no communication within a return)
Unless they changed it back. @wastingtime101

No they have not changed it, unfortunately.
See the original post kyle@ebay for another seller frustrated with the decision of blocking a buyer now or waiting until the return is complete.
Although I do wonder @adamcartwright why a remorse return would make you want to block - I assume there are other factors involved? Of course it's your account and your right to block anybody any time for any reason. 🙂

I block almost all returners (for most reasons, depending on the reason) and although it's not great to now have no communication, I build to order so I work when they order and when they return, I worked for free (even when reselling, now have to 'unpackage, store, repack, relabel when resold so....) and the last thing I want is that person to buy something else and do it again.

I would wait until the return is closed out.
You never know what might be going on / what could happen that might require some communication with the buyer.
Two more weeks is not a long time.

What communication would be required after a return is opened?
They return or they don't.
If they don't then the return will time out. If they return, the seller has 2 days to refund.
There is no required communication once the return is opened.
