Seller promised to deliver product from Australia. At first inquiry seller complained it was the Post Office. After 30 days expired and I still have no product. Now seller refuses to send product or return my money. EBAY REFUSES TO HELP! EBAY IS A PARTY TO INTERNATIONAL FRAUD.

Your order should show an estimated delivery date.
If that date has passed, go to your order and click the dropdown box. Choose the option that you haven't received the item.
The seller will have 3 days to respond with tracking and if the seller doesn't respond, go back to the case on day 4 and click for ebay to step in.
You'll get your refund.
You must file the claim within 30 days of the estimated delivery date! Don't let the time run out.
EDIT: Before buying from sellers, PLEASE check the feedback! The seller has 2 negs, one within the year and the other over a year ago, both claiming that the seller didn't ship their items. There are other complaints also for not as described items.

No, eBay isn't a party to international fraud. Your error here was in not becoming familiar with eBay's Money Back Guarantee for buyers.
In the listing where you made this purchase, you saw an estimated delivery date. (1) If that date has passed by at least one day, you can open an item not received case through eBay, and you have 30 days after that date to open the case; (2) If that date has not passed, you need to just sit back and await the arrival of your purchase, knowing that you have 1) for backup if it does not happen. Also, have you looked at tracking to see if it's moving at all?
If you've waited past 30 days to deal with this, come back and we'll tell you your next step.

I believe Australia is one of many countries that have halted mail to the US, so probably no chance you are going to get the item right now at least...... If you can't file a Not received claim with Ebay because time has passed, file with your credit card co or the payment institution you used.

After rereading the OP, I see that 30 days have expired. If it's been over 30 days since the EDD (estimated delivery date), @frohdoman is out of luck as far as ebay is concerned. A claim will have to be through the payment source.
If however the 30 days is just since the purchase date, we need to know what it shows on the order as the EDD. You may still have time to open a claim through ebay.
Please clarify @frohdoman .

The Money Back Guarantee that protects buyers is for 30 days from the ETA on the purchase. It appears you may have exceeded that amount of time and would not qualify for any assistance from Ebay.
There does appear to be a problem with getting shipments from Australia, but I'm not sure how long that has been going on.

@frohdoman You are not supposed to call out specific sellers (or buyers). You need to remove their name from your post. That seller has no way to defend themselves.

If the last estimated date for delivery has passed, you have 30 days to open an Item Not Received dispute.
Start from the original sale
My eBay-> Purchases (upper right corner and dropdown menu).
If more than 30 days has passed since that date, go to your credit card and open a chargeback.
Most cards allow 120 to 180 days from Payment for claims, so act quickly.

Ebay gives you 30 days after the last estimated delivery date to use the MBG and get a refund.
If you waited to long, there's nothing Ebay will do to help.
Contact your payment source and see if they can help.

Here's hoping you're taking heed of the advice given you here. Also, may I respectfully suggest that you take a little time to read eBay's Money Back Guarantee for buyers? This entire issue could probably have been avoided if you had been equipped with that information. And it could've kept you from stating that eBay is a party to international fraud. eBay offered you protection. Not using it in a timely fashion isn't the fault of eBay.

You had 30 days after last estimated delivery date to open an INR case, if you let that pass that is on you.

Pretty calling someone that steals a thief is both fair and accurate?
