When I informed him he'll need to pay for shipping again, he doesn't understand why.
Does this really need to be explained?
Maybe I should just refund him (less shipping) and be done with it.
What would you do?

When did the INR case happen? That would change how I feel about them buying from me again---especially since it was their error and not the postal service.

Well, yes if the seller was some sort of off-shore (or not off-shore) scammer, but that is not the profile of the OP 🙂 OP is actually way out in the ocean, but not an "off-shore" scammer 🙂
The OP is attempting what is fair in a situation where the buyer was "in error".

I would say let them repurchase it if they do voluntarily close the INR. But if you have to escalate it to get the INR closed then give them their partial refund and block them from repurchasing it.

I would reship it. But that's because my customer base is repeat buyers. So, for me it makes good sense.

If it's USPS, just mark over whatever USPS wrote on the package, add the house number or whatever the buyer was missing, and drop it back in the mail. This has worked for me in the past. Worst case it gets returned back to you again.

Not with an open claim I wouldn’t. That changes the situation. I would give them a day to close the claim. If not, refund and block them.

I would refund less shipping and have them order again with shipping. If you re-ship to another address the buyer can easily say they never got it and you will be out the item and money because you shipped to an address different than what eBay gave you.

I uploaded the tracking to the case along with an explanation of what happened. In the case the buyer even admitted he forgot to include a unit number. How can ebay find in the buyers favor???
Oh well. I'll just block the buyer. At least I have the item back. I can re-sell it. I just lost out on the shipping.
