Why can't eBay format their packing slip/order receipt so the buyer's address will show in the window of a #10 letter envelope? Any suggestions of how to get them to do this?

Why would they? Ebay sellers aren't bill collectors. Seems like added work for something very few will use.

Possibly because site-wide the necessity for doing that is almost nil.

I would suggest trying some creative folding of the packing slip to see if you can get the buyer's Ship-To: address to show through the envelope window, if that's how you will be addressing your package. Those window envelopes can be ordered with different window placements as well. I'm looking at one on my desk here that even has the window on the lower left side of the envelope instead of the more common placement at lower right. (I save these unused reply envelopes to use when sending bill payments to outfits that are too cheap to provide payment envelopes of their own.)

You can save quite a bit of time and money longterm by not using packing slips at all.
If this is about those guide cards you are likely shipping with a stamp then you could just move them to one of the 1100 categories that supports standard envelope and then you could just print postage directly from ebay.

I think buyers like packing slips to identify what they're receiving. If I'm bidding on several stamp albums of world stamps, I prefer not to go to the listing to look at photos to figure out which one arrived. Lots of sellers use their real names, not their eBay names on the return label, so unless I buy from them regularly, I have no idea which collection was just delivered to my door.

Have you tried printing the Address Label and folding it?

Most of Ebay's orders are shipped via a tracked delivery service which cannot use a number 10 envelope.
Your request is an outlier and would logically belong at the bottom of a to do list. And you are taking significant risks to your pocketbook and seller account by shipping in a number 10 envelope.

Yep, you would be surprised how much money and time 30 packing slips per day will add up to in a year.
While I am sure some customers like them, I am also sure that I have done something like 30,000 transactions between the various accounts I have or managed and never sent a single packing slip and never heard a single thing about not sending one.
Also, given enough order that packing slip will cause a return. Disgruntled spouse finds the packing slip and that gives them enough information to return the item.

Packing Slips for just about EVERY COMPANY out there, are either in a 'bubble' attachment to the package with NO SHOWING information; or in the Box.
Having an 'address' show on a Packing Slip on the outside would/could conflict with the Shipping Label (some ship things to 'other' addresses)

The address on the Packing Slip is the Ship To: address provided by the buyer. Before their payment is received, the Packing Slip will show no destination address at all.

You can add an "Address Label" to your Packing Slips. I'm pretty sure that it is formatted for a #10 envelope
Go to your "Orders" page.
Select the status you want to print
Go to "Print Packing Slips and More"
There is a "Customize" link under "Packing Slip"
Select "Address Label"
(while you are there - change anything you want on that page)
Select "Done"
If you want to print them separately, just check the "Address Label" Option
