I'm confused. The thread is about a 35 cent fee being charged if sellers don't add best offer to their listings.
Now there's a report that a 35 cent fee is being charged if a seller does use best offer but declines an offer? Does that also happen if a threshold is set to auto-decline?
Is this the usual it only applies to "new and occasional" sellers using the quick tool or is this a roll-out that's going to impact everyone's listings in some way?
We really need clarification from eBay about what's going on.

Beats me I'm just telling you what my buddy claims happened to him. ebays up to something and as is the norm no one is posting any info as to what they are up to just leaves everyone to guess what it might be...

There's one "report", second-hand at that, from a poster with an "interesting" track record, about being charged for refusing a buyer's offer. I think it's bogus, and shouldn't distract from the documented case of the 35 cent fee for not including the option.
