I left negative comment and a negative rating for a buyer who did not pay AFTER I cancelled the transaction per the policy and AFTER eBay requested the feedback.
I did not violate policy as others originally stated by some in the "now deleted" post. My rating matched the comments. The buyer did not ask me to modify the comment nor the rating.
The user had other feedback that was similar (negative comments but a positive rating) so there is obviously something off. They only had 3 feedbacks - all negative comments but 100% positive rating.
Unfortunately, I was not able to see the feedback prior to sending out an offer since I am not able to see who is a watcher on an item.
Has anyone seen this before?

I should have made that more clear in my original post. I cancelled the transaction since they did not pay. I left the feedback including the star rating which was a 1 and the comments to match. Ebay prompted me for the feedback about the specific user.
Technically the person WAS the buyer...there are only 2 types of people here.
Buyers and Sellers.
Sellers CANNOT leave ANY FORM of 'negative feedback'....including the 'verbiage'.

But there was otherwise, I wouldn't have posted in the first place. I was given the option to choose the star rating. I didn't give a "false positive". I went to locate the user name so I could block the user and then noticed the discrepancy. In fact, when I chose the "1 star" I wondered how the 2 other sellers made the mistake of giving them a positive rating.
This is why I posted in the first place. I wanted to see if there was a way that eBay support could look into this but there is no way to report any type of technical issues, so it seems but the only way to potentially look into this issue was posting in the community.
So it seems that even though I was asked for the star rating and asked for the feedback after the cancellation - I am not "allowed" to do this and every one has made that clear. Noted. So okay....poor user experience on eBay's part?
I was asked for a star rating. AND a field to add comments. So I did.

...and as you were already told, the STAR rating is for you to 'rate' the ease of giving feedback, and the stars are for eBay.

As I stated, there are 2 types. Since you are the Seller, the 'other person' is the buyer (whether they pay or not)..and you CANNOT leave 'negative verbiage' and there is NO WAY to leave
1.) a 'true negative'
2.) ANY TYPE of stars for a buyer.
Sorry to say, you ARE hallucinating if you 'thought' you saw that you could.
Been this way for EVERY SELLER for the past 14 years!!

How are they able to show 100% positive feedback?
Because buyers cannot receive anything other than Positive feedback.
The way to handle this deadbeat, once the minimum 4-day payment window has passed, is to cancel the transaction. You will be able to select "Buyer did not pay" as the reason for cancelling (you must wait 4 days from the sale time before that reason will appear), after which you will be able to relist the item, and the deadbeat will get an Unpaid slap on his record. Two of those within 12 months and he will be blocked from many sellers' listings.
Do not leave false-Positives (negative comments on a Positive buyer feedback) as that can get you penalized. I see that two other sellers did the same thing, but it's still a violation if the deadbeat decides to complain about it.
Be sure to add the deadbeat to your Blocked Buyer list, and maybe tighten your Buyer Requirements to block buyers with more than two Unpaids in the past 12 months.

In the process for a seller to leave feedback for a buyer, the green Positive rating is hardwired in; you don't get any option to change that. You can only leave comments, and yes, those comments must be Positive.
So it's best to leave no feedback at all, and let the Unpaid slap (behind the scenes) function to get the deadbeat screened from future purchases.
Just to confirm: you didn't cancel until you were past the 96-hour (4-day) mark; is that right? You cannot cancel for non-payment until at least four days have elapsed, after which the Buyer Did Not Pay option will be available, and there would be no prompting for feedback after that.

"I am Positive this person NEVER paid me!"

If you look at the feedback you give to others, you can easily see the positive feedback you gave with the comment they didn’t pay or communicate along with a swipe at their user name. You did not and could not give a negative, but your comments are a violation.

If the buyer reports your negative comment left in a positive form, it will be removed, and your account will be sanctioned with a defect. It all depends if he reports it to Ebay or not.

Correct. I cancelled after the proper period and chose the buyer did not pay option.
I was able to leave feedback and no, it was not the "pop up" window for eBay asking me to leave feedback for them.
I immediately closed it and continued to leave the feedback that including a star rating and the text field for the comment. I've never had a buyer not pay so I can't compare this experience to any previous experiences.
I learned about blocking a buyer so yesterday, I went to look up the user name - looked at the feedback and thought it was strange to see the 100% positive rating and then came here to see what might have happened. I proceed to block them.

No need to be rude and infer that I am hallucinating. I know what I saw and I know what I did and I know the different between an eBay pop up window asking for the star rating versus the feedback rating that I saw for the "buyer". This was a different U.I. or "page" than how I normally leave feeback for legit buyers.

I thought they had changed it recently to where neither side could leave feedback when an order was canceled for nonpayment.
