I got an order just now and I could use some advice on how to handle it. When I got the order, I looked into the Buyers account. They have a massive number of positive Feedbacks but when I clicked on "Feedback left for others" It was all negative, saying "never received item", "never got the book", "need a refund", "wrong address" and the like, going back at least 5 years.
My thoughts are to cancel the order, saying wrong address (since that is a problem they've had) and blocking them. Your thoughts?

You should honor the sale. You buyer can and may report you for not.

They can still leave you feedback since they already paid even if you cancel the order. Sounds like it's more likely for you to get a negative feedback from this person if you cancel then if you just take a chance and ship it.

If the buyer has left negative feedback for EVERY transaction, then I wouldn't ship to this clown and risk a return on top of that. If he leaves you negative feedback, just reply with "check buyer's feedback left for others" and leave it at that.

Some buyers will not leave feedback unless it is a negative.
Yet the amount they purchase is of course a lot more than the negs you see.
Not a good plan for a buyer because it makes them (buyer) look like a scammer as in this case.

People in general LOVE to talk about issues and SELDOM talk about good things.
Easy to spot- how many feedbacks have they received vs. how many they have left.
(received 100 but left 10 only- all negs??; then they are one of those people; nothing to worry about)

I try to never look at that since it can cause anxiety, and for the most part, unnecessary anxiety. Now that you looked, though, what is the ratio of their purchases (good feedback) to the number of negatives they've given. That would be the tell. Since you mention 5 years, I can't imagine they have give negative for every purchase (you claim a massive amount) because that would be pages.
You don't have a valid reason to cancel, though.

I used to take no crap when it came to potentially bad buyers. I would just cancel the order "problem with buyers shipping address..." Well I got an e-mail from eBay a week ago basically stating I'm not allowed to do that and if I continue they will make my status "below standard" for choosing the wrong cancellation reason. So I guess eBay expects you to ship it.

its nice to here from a seller who has been thru that
the cancel button is not supposed to be an easy button for scared or timid buyers.
just as buyers can cause return abuse, us sellers can cause cancel abuse
its not OK to use the address excuse, its a lie and and its only a short leap to other infractions
ebay does expect us to ship it and sellers are fairly good at getting feedback removed
its also a big no no to draw attention to bad feedback
we are not supposed to do it on the forum or in feedback left for a nasty buyer
its not always fun to take the high road but it needs to be done

To my defense I sell in a high fraud category and have always had an issue with chargebacks. Years ago PayPal told me I need to review transactions and if anything seemed off to cancel the order. I guess I got carried away with it. 😋

Every seller is free to choose who they do business with. If you feel you must cancel, then take the hit and select the Out Of Stock reason. Any other choice can get you in trouble when the buyer complains to eBay that you canceled for an inapplicable reason.
Trying to manage risk after the sale by canceling and blocking before anything untoward has actually happened, may be a premature response. It can undermine what could very well be a problem-free transaction.
There is no getting around the fact that every transaction carries risk, so I try not to anticipate trouble, worrying about what might happen. Instead, if they buy, i ship. The buyer’s previous transactions has little bearing on how i conduct my business.
