I received a negative feedback from a non-paying bidder. I have contacted eBay several times and they will not remove it. The just say they reviewed it but will not remove it. The buyer kept telling me he would pay and never did and then left me negative feedback on day 90 so by time I saw it, I could not reciprocate the favor. So frustrating. Any suggestions to help remove it????? Who and how to contact? Thank you.

You couldn't 'reciprocate' anyway as Sellers cannot leave Buyers Negative Feedback (it's not even available for you to do so and if you spew Negative Verbiage- you can get it 'removed' and 'reprimanded' from ebay).
Neg to Buyers is NOT allowed.
Go to Ebay on Facebook, the reps there are the best. Phone call reps have no power to do anything.

The negative feedback has already aged off your feedback percentage since it was 12 months ago that you received it. So it doesn't affect your feedback score anymore.
If that buyer didn't pay why didn't you cancel the transaction after 4 days for nonpayment ? If you had done that your buyer would've been able to give you feedback.
What sort of reciprocation are you suggesting? Buyers can't be given negative feedback, positive feedbacks with a negative comments are against eBays Feedback policy.
In answer to your question, no your negative feedback won't be removed especially after this much time has passed.

Did you cancel the sale for reason: Buyer did not pay?
If so, ebay is supposed to remove any negative feedback.
In my opinion, it wont affect your sales but If it really bothers you, I would keep trying to get it removed.
Also, even if you did catch it earlier, you could not "reciprocate the favor" as sellers can not leave buyers negative feedback.

You couldn't have reciprocated even on Day 1.
Sellers cannot leave anything less than positive feedback for a buyer, that includes also positive wording

If you cancelled with the reason that buyer did not pay the feedback would have been removed or may have been blocked from leaving feedback at all is my understanding.

On top of what everyone already said, the statute of limitations on removing a feedback is 30 days I believe. So if you get a feedback you don’t like, you have only 30 days to do whatever you want to try to have it removed. Otherwise it’s there set in stone.

You may still be able to REPLY to the buyer's neg against you.
Check out your feedback and see if there's a Reply link.
That option does time out after awhile, but it may still be there for you.

They were telling you the truth. The system doesn't allow them to correct feedback older than 60 days. Or so I've been told. They are pretty consistent about this.
There is no words on the negative you have on your account. I won't bother anyone, well except for you. But potential buyers will be fine.

I do not do auctions, so perhaps there is a rule I know nothing about.
But I am surprised to read that a buyer can leave negative feedback in the absence of an actual purchase and a completed financial transaction.
Is this indeed possible? In 25 years of selling here I've not had that experience.

Here are some steps that might help:
