I try to avoid ordering GD items, but somehow I missed it on this one. On reviewing my Purchase History page, the GD date shown is yesterday 3/24. USPS tracking shows "In Transit - Delayed" with it now scheduled for Tomorrow.
What exactly is the guarantee? Without affecting the seller who did nothing wrong, will Corporate refund any portion since this is their GD program? This was a 'shipping included' item ( I want the term 'free shipping' abolished).

I am not totally on point with GD, however, from what I know, if the seller sent the item within their shipping matrix, that eBay would refund the cost to the buyer or a coupon or something). And it the delay could be due to weather conditions too. Although Northern New Jersey was under the Nor'easter warning, I had a package that should have been received on Thursday, March 22 - no major snow here (thank GAWD), but the package was delayed one day. And to be perfectly honest, once the carrier has the package, even the USPS does not "guarantee" delivery date/time. There was a FedEx truck that had an accident in my area last week and I was thankful that nothing was for me.
Just my 2 cents

Quick search of the unHelp Pages finds:
How we'll make it right
If something goes wrong, you can select an option to let us know how we can make it right. Depending on the issue, you may be able to:
Once you've made your choice, you don’t have to do anything else. We'll process your request right away.
But I'm not sure who pays the $5 and I do not want it to come from the seller. Corporate posted the false date, so THEY need to pay it.

It is early for me and I could use another cup of coffee 😉 but I my memory serves me correct from the boards, I think eBay said they would foot the $5.00. I don't look for GD items, as long as I get my item, I'm good. The few that I've had, were not the fault of the seller, it was USPS. So I call and harass them 😉

I don't know if NY was affected or not, but the package seems to have moved away from the seller with no issue:

From the Regional Facility, packages take at least three more hops to get to me. Corporate flubbed the date through no fault of either the seller or the carrier.

From what I've been reading in the NEW UA (3.30.18), with the new roll-out, ebay will pay for anything reimbursed to the buyer for this year. BUT, it also says, to the effect, that the seller will not necessarily get off without a 'ding'.
I don't know how it works for the current setup, though. I couldn't take reading 2 UAs in the same month!

I think the guarantee is that if the seller runs into a buyer who complains about the package being delayed in delivery, and gets all demanding about wanting their S & H money back because the package was *guaranteed* ...then eBay will do the refund to that type of buyer out of their own funds, rather than take it from the seller's PayPal.
You just know there are those types of buyers out there, which is what makes so many sellers hesitant to get into this program. All well and good if eBay wants to pay off the impatient _ _ _ _ _, but it isn't likely that eBay's backing of this program will last forever. In other words, financially it will fall on the heads of the participants a few months down the road.

If the seller mailed within his handling time, which is what he agreed to when he signed up, corporate will pay the $5.....if it was shipping included........

Also, you just know that this will likely increase the number of buyers who make a purchase at the last minute For A Special Occasion... all enticed because of that GUARANTEED Delivery they see, and when the package is held up in its travels for whatever reason.. any reason at all.. those disenchanted buyers will also be wanting returns paid for. It was Guaranteed. "I wouldn't have bought it online if it hadn't said Guaranteed Delivery. I was counting on that." etc. etc. etc.

@chrysylys While I respect your decision NOT to want to harm the Seller this G.D. was and still is a poor business decision AND was primarily done as a "me too" to keep up with the Jones's of online sales venues. To prove the point I would recommend processing your claim that it was NOT delivered on time and don't worry about who pays ...
IDs here just got messaged that they will be put in to the program between May 1 & May something or other ... which means I will be opting OUT between May 1 & May something or other. They don't have the planning, programming or professional curtesy to message the IDs to advise exactly when they will do it so I suspect they will "sneak" it in some night while we sleep ...
I have been offering Parcel Select AND Priority Mail for quite some time and guess what, Buyers pick the low cost shipping solution ... that's not alwasy Parcel Select either, depending on weight and the shipping zone Priority Mail is cheaper which surprised me a few times and we're talking pennies but Buyers aren't stupid and they DO look at costs ...

If that's the case how stupid ... Seller ships within their handling time, carrier fails to deliver on time, home office foots the bill (for some part of this year) and the awards the Seller a ding on their account?!? Below is one of my favorite pictures ...

For the handling-time program eBay covers the voucher or shipping refund. That does not protect the seller from a late shipment defect if they missed their handling time.
For the door-to-door program eBay is covering the voucher or shipping refund through the end of 2018 and after that the seller is responsible for these reimbursements because they are placing a guarantee on the delivery date, not just the handling time.
http://pages.ebay.com/seller-center/shipping/ebay-guaranteed-delivery.html#m22_tb_a1__3
What happens if an item does not arrive by the guaranteed date?
Through the end of 2018, if a guaranteed item arrives late, eBay will always make it right for your buyer with one of these options:
This late delivery coverage does not protect your late shipment rate. Sellers are still required to meet the program requirements of 97% on-time handling and 95% on-time tracking to continue offering Guaranteed Delivery. These requirements are in-line with eBay Top Rated Seller requirements.
After the end of the year, eBay will continue to make it right when items arrive late and buyers make a claim, as long as the seller met their handling time commitment.
If I met my same-day or one-day handling time but the item is still delivered late, can buyers leave negative feedback?
eBay will remove negative feedback on shipping if the seller met their handling time, as indicated by the acceptance scan.
What happens if a guaranteed item arrives late due to weather delays?
eBay will protect the seller and make it right with the buyer when guaranteed items arrive late due to major and unexpected weather events.
What is the door-to-door guarantee?
The door-to-door guarantee is a version of Guaranteed Delivery for large sellers with multi-location warehouses. Sellers in this version of the program guarantee their own delivery dates based on their ability to deliver to various regions. To participate in this version of the program, you are required to create rate tables that define your regional shipping speeds and costs.
What happens if an item is delivered late?
Through the end of 2018, if a guaranteed item arrives late, eBay will always make it right for your buyer. This means that if a buyer makes a claim about a late delivery, eBay will provide them a shipping cost reimbursement. If the shipping was already free, eBay will provide a voucher to be used toward a future eBay purchase.
This late delivery coverage does not protect your late shipment rate. Sellers offering a door-to-door guarantee are still required to meet the program requirements of 97% on-time delivery and 95% on-time tracking.
After the end of the year, if an item arrives late, sellers offering a door-to-door guarantee are responsible for making it right for the buyer if they make a claim. eBay will always handle customer service with the buyer in the case of late deliveries.

From the dates, it looks like it left before the recent storm. Long Island was hit the hardest by this last one (we got very little so no shoveling this time). And I don't know where the "MID NY DISTRIBUTION CENTER" is but it left there too before the storm. The rest looks like what I saw for my package - mine was in a Kearny, about 2-3 towns over and never made it (or at least updated) to until Friday just like mine. I know with the PO it is hit or miss - FedEx/UPS will make deliveries even in bad weather. I even had one that was in my city (according to the tracking) that was held up for a week. That one was free shipping and before GD. The seller offered to resend, but I declined because I could see it was not the seller's fault.
I try not to blame the seller because once it leaves the seller's hands, it is out of control.

Whether the seller has to pay depends on which GD option they chose. There are two options.
1) Door-to-door option
For this option, the seller will pay. This option is, I think, usually chosen by high volume sellers who have special arrangements with their shippers.
2) Handling time option:
For this option eBay will pay or issue a coupon if the seller got an acceptance scan within their handling time. If the seller didn't get that scan within their handling time, the seller will have to pay.

The few that I've had, were not the fault of the seller, it was USPS. So I call and harass them posting ID ------------------------------------------
Did you get any good results ? I'm asking because USPS has lost two of my orders just in the last few months . The last one was early last week . The tracking number said '' delivered '' to an Alt location or gargage . Since I don't have an alt location or a garage and I never got the package ,, someone else received my friends daughter's birthday gift . When I've called our post office , they take down the info and I never hear from them again. Nice . Tulips
