One of the ebay people on the boards said we could downgrade our store without a fee but the customer service representatives said we could not. Has anybody heard anything new from ebay? Here is the link I found on the community board.

Hi! I have a Premium yearly. Would I be able to drop it to a Basic Monthly or does it have to be a yearly too?
Thank you for your help.
Best Regards,
Louise

"I was shocked that ebay even offered this chance to downsize without the penalty. It must have been on the advice of legal council in conjunction with the roll out of mangled payments."
Over the years, eBay has always offered stores with an annual subscription the option to cancel or downgrade their subscription without any penalty whenever the store terms (especially fees) were changed significantly. The main difference this time is that the exemption was not so clearly stated.

You could cancel the annual Premium subscription, then sign up for a monthly Basic subscription. If you downgrade a subscription, then it would still be yearly. In fact, the 12-month schedule would reset so you'd be committed to the new level for a full year.

Hi! I just wanted to confirm that I was able to downgrade my store from Premium to Basic. It is done automatically from the "Change Subscription" page on your account. There is no external link or special invitation needed.
Ebay for Business on Facebook confirmed that there will be no early termination fee.
All changes must be made by April 30 at the latest.
Good luck!
