I am an artist and I sell artwork.I recently sold a graphite pencil drawing of a Chanel no 5 bottle. The picture I uploaded is of my artwork and the description clearly states it's artwork and the type of material used and of course dimension. The buyer receives the package and messages me that she didn't recieve what she had ordered.I assume she expected to receive a real bottle of Chanel???This has never happened to me.It's beyond weird. How can anybody be that confused?I expect she will want a refund.I don't accept returns because if the artwork is torn or stained it becomes useless.I am not sure how to handle this.

No,she hasn't opened a case yet.She replied that she did expect a real bottle of perfume and she wanted me to refund. Then she send a second message saying that if I wanted to she can send the artwork back.In other words she's hoping I can tell her she can keep the artwork and get the refund.
Since you do not accept returns then you can fight it. Since there is not a case then it will depend on how she opens the case. A SNAD is a tough fight.
You may want to tell her to return it before a case, then return would be on her dime. You may be able to deduct shipping on a return. It's your call but I would go with the path of least resistance.
It is really your call.

Here's what I don't understand.Ebay says if the item is not as described then you must refund the buyer. The item is exactly as described, there's no doubt about. The picture, the title and the decription and the category are all accurate. And even if she returns the piece,it might arrive with flaws like the paper is torn,or there grease stains or whatever.Who is supposed to compensate me?I don't trust anybody.

It does not matter if you do not accept returns in a SNAD case. That is what is called the buyer's Money Back Guarantee, a guarantee that they receive the item that they ordered in the time specified on the listing.
The buyer needs to open a return for item not as described, you accept the return (since you do not have a choice) and eBay generates a shipping label for you. Buyer ships item back. You receive item, inspect the item that it is the same article and in the same condition you sent it. If so, you refund. If the buyer's reason for the SNAD is false (it actually DOES match description), you need to report problem with buyer. "Do not agree with buyer's reason for return", report buyer for misuse of Returns, and misuse of MBG, and if the buyer mentioned feedback at all, report for feedback extortion. Any and every violation that she commits, report. Because buyer's have been allowed to be lax on their responsibilities, and /or they've been allowed to scam the system for too long. It has to stop.

People please stop telling the OP she has to accept the return - she does not! This is a remorse return because the buyer didn't read. I just had a similar case closed in my favor last week and I accept returns - but I was not going to let them get away with opening an SNAD when the items were as described.
Ebay CS is becoming more seller friendly and when you have them look at the proof that the buyer indeed got exactly what was listed - they will close the case in the seller's favor.
Had I not just been through this - I may have given the same advice - but things have changed.

Unfortunately, it won't really matter if you get a blank sheet of paper.

I also had a case closed in my favor for the buyer not reading the desccription.
First I reported the buyer for Demanding something NOT included in the listing.
Second I called E bay and spoke with a CSR. SHe put me on hold for about 5 minutes and came back twice said she was reading the listing and the communication between us,
SHe then said no problem the case was closed in my favor and the negative FB was removed.

froggy TY for backing up my advice. I know there used to be a big problem with CS siding with the buyers but Ebay is trying to get back to middle ground and actually look at these problems to see if indeed the buyer is claiming something that isn't so as too many sellers were complaining - and yes they do listen to us!
