Hello
We had a scammed from buyer.
Started a return request, did not use our shipping but bought a different item from Amazon Fulfillment center and ship it to us to get valid delivery tracking#.
They used it and won the case. We appealed and eBay already admitted that this is fraud buyer, but eBay still need a report from us in order for eBay to reverse the outcome. Here is eBay message:
Upon checking the claim, I see that you send a return label for the buyer but they used a different label. Since you did not received the item and to continue with the appeal please provide a report from the carrier who delivered the item
Evidence must include the following:
A letter or email from the carrier
Courier's contact details
Name of personnel who confirmed carrier fault
Once you have the report you can send it to the link below.
.....
Once we have the report we will proceed with the appeal for a possible refund.
Can anyone help us how to get those evidence, who should we contact? Amazon?

Get a Police Report; File a case with the Postal Service. Give both of those reports to ebay.

What you are experiencing is nothing new here. Do some research on the boards for the "cheap trinket" scam, and you will see it goes back years.
eBay is well aware of this scam, but it seems the regular procedures are designed to PROTECT ebay. Since the automated process has already refunded the "buyer", any redress for you is going to have to come from EBAY's money, and they make it as hard as possible.
What is odd is that they want a report from the "carrier". The carrier typically refers to USPS, FedEx, etc. and is required when the parcel is shipped to an address in your zipcode INSTEAD of to you. Since you got "something" and it came to your address, perhaps you can submit a photo of the parcel's shipping label that shows the tracking? Are you able to provide text that explains that the buyer purchased the "cheap trinket" and sent that to you instead?
If your appeal is denied, then it is on to PLAN C.

This is simple fraud and theft. Report it to law enforcement as others have said.
Get a written copy of report and then file appeal to the case.

This is definitely fraud. Have you filed a claim with your carrier? Who delivered it USPS? It might take some time but once you receive the claim response, Ebay should accept that.
