I have some new listings, nothing has sold and I received an invoice from ebay for $400!
I haven't sold anything on ebay for a few years. Did something change?

No, you didn't dream it. eBay is constantly tweaking and changing the listing forms, especially the Quick version. For a while (and perhaps still) eBay would automatically relist an unsold item up to 8 timesif it was listed in auction format with a 7-day duration (which is the default). An eBay staff member commented on these discussion boards that those 8 insertion fees would be free. But even then, only the basic insertion fees were free and any listing upgrades would still be charged each time.
Canceling your listings will not cut your losses, since those listing fees have already been billed. But if you are on an automatic-relist system then you should try to revise the listings to opt out of that, or try to remove the subtitles and other options that are incurring fees. If you can't lose the listing upgrades, then wait and cancel the listings JUST before they are due to end.

Bold Listings, Subtitle, Buy It now. Which I will eliminate. If I stay.
I tell you, many of my listings had no views. I am listing in a highly saturated category. But I have some hard to find items.

Since you don't have a Store subscription, there is no fee for adding a "Buy it now" option on an auction-format listing.

A lot of those add-ons don't have the effect that you might hope. Take a look at other listings in your category and filter by Sold listings to see what's working for other sellers.
Bold listing title: this is a very outdated listing upgrade that goes back to the days when eBay listings were presented in a list format with titles very close together. Nowadays it has little to no effect.
Item subtitle: this can be very effective in certain categories, like car parts, but it's not necessary for the type of items you're selling.
Buy it now: It looks like most of your listings are auction-format with best offer enabled so I must be missing where you added in BIN. WIth the type of items you're selling have you considered using a fixed-price format with best offer instead of an auction format?
I am posting a link to sold Portmeirion items. Review these listings to see what's been successful for other sellers. I didn't look at your prices but make sure it's on par with the current market.

Way back when the 1st re-listing fee would be free if the item sold the second time around. It would get credited back to your account but you only had 1 free shot at it. I don`t know if it`s still that way. The listing upgrades are expensive and I`ve never found them necessary.

But that credit policy only covered the basic insertion fee, not listing upgrades.

Looking at your listings, it appears you are using bold title on them. Those fees vary based on category, but I think the least is like $4 and I think I've seen up to $12. It looks like you are running 7 day listings, so those fees would be multiplied by 4 if you re-list quickly.

Doesn't listing in two categories double many of the upgrade fees? Plus it is every time it relists.

Didn't notice this!. That means the bold title and any other upgrade fees would be multiplied by 8 in a month for 7 day listings.
