I have some new listings, nothing has sold and I received an invoice from ebay for $400!

 

I haven't sold anything on ebay for a few years. Did something change?

I would advise you to examine the invoice and see where the fees are coming from.

A seller is charged Final Value Fees when the item sells, not when the funds are actually collected for auctions. If a customer placed a winning bid, but never paid, the FVF are still assessed and must get reversed by opening a Unpaid Item Dispute. I didn't see any sales though for you in the last 15 days. Did you have a sale fall through?

eBay has always charged a fee for using listing upgrades such as reserves or subtitle.  Adding a subtitle on an auction costs either $1 or $3 depending on the opening bid price.

 

As noted in the other post, you need to check your itemized invoice. Go to My eBay > Account tab.

OP is showing nothing  Sold for the past 90 days.  Apparently it's all listing fees.

They are advance listing upgrade fees. I don't mind paying for upgrades.

Once the item sells.

Listing fees are charged whether the item sells or not and some of them can add up very quickly- especially reserve fees.

Just curious.  I don't mean to pry.  What upgrades?  I guess you mean reserve fees as they can be quite pricey.

Reserve fees ARE advanced listing upgrade fees. Did you read the link provided by @nobody*s_perfect?

As I said, LISTING fees are charged whether the item sells or not. They are separate from Final Value Fees. Even if you weren't aware, you agreed to these charges and they were displayed before you submitted your listings.

 

I know $400 is a big hit, but the fees were not charged in error so eBay likely won't do anything to reverse them.

I'm not disputing listing upgrades.
I'm disputing paying the when nothing sells.
I find the seller's fee pages confusing as usual. I do not have a store. I have in the past. I've been a buyer and seller here since the beginning.

I think you might be mis-remembering how listing fees work. This is from the page about "Fees for sellers who don't have a Store" that I linked to above:
