Here is my 2019 USPS Priority Mail and First Class Mail summary. I created this for my own use and it is an incredibly helpful tool for me. I'm sharing it here with anyone else who wants it.
Break-even amounts are calculated by dividing the Seller's cost by 0.871. It ignores PayPal's $0.30 fee.
Ebay continues to charge buyers less than seller's cost for the flat-rate shipping amounts shown in the top box. I have updated my flat rates to the purple amounts (break-even amounts). You may wish to do the same.

Thanks for enlightening me once again! I see that USPS Retail Ground is one of the Economy Service shipping options I can select when listing an item. Am I correct, though, that when the item sells, you cannot print that label through eBay (because the price is "retail") - you would need to take the package and purchase the postage at the retail counter of the local Post Office?

Not true.
Since the shipping cost is variable and the fee is based on the shipping cost, it is a shipping fee.
You can expense it against anything you want, but it's straightforward to consider it part of the shipping cost.

Correct -- postage for Retail Ground can only be purchased over-the-counter at the Post Office.
When the new USPS rates go into effect in January, Retail Ground will also be subject to dimensional rates for packages over 1 cubic foot.

Thanks, but there's no secret to it; I looked at the charts for the new rates, and there on the Retail Ground page was the footnote about dimensional rates.
