"Manage promotions" using "sale event + markdown", can't add new items?

We recently started using Manage Promotions with "sale event + markdown" instead of Markdown Manager. But it seems that once a sale is active, you can NOT add any additional items to the sale? That renders it mostly useless for our needs... so please...
