Bulk Edit: how to add both "Calculated Shipping Rule" + "Promo Shipping Rule"

Does the Bulk Edit Tool allow a seller to add both "Calculated Shipping Rule" + "Promo Shipping Rule"? Otherwise, it appears today that a seller has to edit each listing one-by-one to add these two items.
