My buyer started a return for a fit issue. eBay considers this a "buyer's remorse," so they will not allow me, the seller, to generate a label for the buyer to ship the item back. This has never been the case before! Now, an additional burden is placed on both the seller and the buyer to pay for return shipping labels. One more way for eBay to pass the work on to the seller. Buying labels from USPS now will cost me more than the eBay discounted label originally generated or it will require that the buyer buy their own label at a USPS site in order to ship it back through funds I refund on their Paypal account. This is only going to create frustration and animosity and it will cost me, the seller 30% more of a loss to cover free shipping returns. How is this going to encourage return buyers when eBay makes it doubly hard to complete a return?

Got it - thanks. You may be running into an issue purchasing the return label due to the item cost and shipping cost.
If the expected shipping charges cost more than the expected refund, an eBay return shipping label won't be available. You sold the item for $5 and I'm assuming the return shipping label costs more than that.
I suggest purchasing the label from pirateship.com - you'll get the same discounted rates. Just make sure the ship-from address matches the buyer's address. Hope that helps @mamabeardsley .

No, they do not. Look at this listing: https://www.ebay.com/itm/285853561269
Do you see free returns? I see no returns accepted.
I also see you're advertising Priority Mail for $4.99. That looks like an error. You have to ship Priority if you advertise Priority - you cannot downgrade to Ground Advantage.

I'm not sure this is correct.
Although I do currently have a return policy, in the days prior to accepting returns (by policy), I accepted remorse returns if a buyer requested it. In accepting the return, I had the option of having ebay supply/send the label to the buyer and after receipt of the return, the price of that label was deducted from the buyer's refund.

On a no returns policy the buyer can pay for the return shipping label through eBay on a remorse return, but the seller can't - that's what I was trying to say. And it's correct that the cost of the label is deducted from the buyer's refund; that's how eBay gets the buyer's payment.
All that said, the listing in question is a free returns listing, seller responsible for return shipping, but she can't purchase the label through eBay due to the item's value (explained in one of my above posts).

Are you sure you are a top rated seller? I don't see that on your profile.

This is on eBay's page showing requirements for Top Rated status.
"
Qualifying for Top Rated PLUS that gets you that "10% off Fees" discount and being "Top Rated" as is what you stated originally; 2 DIFFERENT things
as you stated:
"iff you want Top Rated status you have to offer free returns"

Not true.
What, of the 12 item numbers that I just listed from YOUR CURRENT offerings that show NO RETURNS, have FREE returns?
Is it just easier to deny the truth even when it's pointed out?

IDK if it's a glitch, but when I clicked on the link, I'm seeing 30 day returns. ?????

Wrong. Seller has even stated they offered free returns so not sure why you are SHOUTING and pounding the exclamation point like it is about to be retired!!!!!!!!!!!!!!!!!!!

So if a Seller/Poster states Bigfoot is real, then that's it? But, instead of you simply checking any of the item numbers i posted in an earlier post, I'll just give you some pictures (you can click on them, blow them up and see Seller Name, Time of picture and 'type' of return)

The item in question had free returns. Their other items are irrelevant.
I will say for the low dollar amount of the item in question it seems like a waste of money to pay to return it.

It's FAR from 'irrelevant' since the OP showed a 'history' of changing the 'returns' so this particular item had NO RETURNS when it was purchased (see post #24)
as well as your own post where you stated "That's not true. The seller has free returns - "30 days returns.
which all I'm trying to show is that is NOT true for ALL their listings...which obviously ALSO included the 'one' in question.
