Why do buyers have.to get return form then get paid back by seller? Why does seller just send paid return form to buyer via email?

Because we all have to follow the rules of the venue where we are shopping.

Have you read eBay's Money Back Guarantee for buyers?

If you actually were familiar with the MBG yourself @soh.maryl you'd know

-- that buyers won't get reimbursed paying it first themselves

If I read that correct, would you expect a refund from a brick & mortar store BEFORE you returned the item? Buying on eBay or internet is no different.

Because that is not how it works when the seller sends the cost of return postage to buyer. They would not be able to show eBay that the return process was being done the way the program is setup so could affect their metrics. The refund has to go through eBay in order to complete the process. When you buy something from a seller on eBay, that money doesn't just get sent to the seller. Depending on how long the seller has been selling, they may not even have that money in hand to send a refund via email from there account. Besides the safety factors of doing so. 

 

Is it possible that you are having issues with a return and are unable to print a return label or that you returned something and have not gotten a refund?

Can you explain further what you pointed out as my lack of knowledge re the MBG?

If a buyer receives an item that's not as described, and opens an NAD case, yes, the seller is responsible for the cost of return shipping if he wants the item back.

"email" communication is the worst thing.

A seller, I was having difficulty with,  sent me a return label via email. Guess what the addresses on that label was wrong!

If I did not catch it I would have  paid for return shipping when I shouldn't have or got scammed out of all  the money if the item was not delivered.

Best to keep communication through Ebay that way all the evidence is available to them in case of a dispute

So your seller accepted the return, but did not issue a prepaid return label.

You are to buy the return label, and the seller "promised" to repay for the return label.

No @robersupris-0 that's not how it works. But now you are stuck, and the deadline is coming.

Instead, leave a PRIVATE message here for eBay on Facebook or open an account just to contact eBay, and tell eBay that the seller is trying to trick you into buying a return label yourself.

 

eBay will put the case on hold for 5 days, to allow the seller to either send money for the return label, or just refund without requiring a return. But if the seller does neither, eBay will refund no return needed.

By return form do you mean return shipping label?  If both seller and buyer are not in the US then the seller cannot send a return label through ebay.  But you should make sure that the seller sends money to you for the label before you send the item back.  If you buy the label and send the item back without being paid for the label, its possible that the seller will not reimburse you.

If you are asking why sellers cannot simply send a prepaid label via email to the buyer for a return, if eBay allowed that scammers could simply send a purposely incorrect label, and then buyers would never be able to get a refund, as the tracking would not show delivery back to the seller.

 

Making the buyer get the label from eBay directly prevents that, and ensures that the return package has shipping that can be verified one way or the other.
