The seller refuses to send me a return postage and refuses to return my money, charging me a 30% restocking fee, plus he wants me to send it back with my money...

When the seller has skillfully stalled your return request, blocking your option to ask eBay to step in --
as your title asks, How do ask ebay to step in?
Well, you have to find another way. Leave a PRIVATE MESSAGE here for eBay on Facebook with your name, email, zip code, or open a Facebook account solely to contact eBay, and tell eBay about your problem.
After you do that @ricorog, eBay will step in and put the case on hold, to give the seller time to arrange for the return. But when the seller fails, eBay will force a full refund no return needed, at the end of the hold.

@ricorog You have purchased an item on a platform that offers a money back guarantee, so you have nothing to worry about. Just follow the procedures for a return. Go to your purchase history and select the item. Mark it as item not as described, which is the option you need to select, and its defective so it's correct. You only get one chance at opening a return case so take your time and choose this option. Seller will have to send you a return label and then all you have to do is print the return label and ship it back before the time period ends. Very simple and you will receive a full refund.
Stop messaging with this seller as they aren't being truthful to you. They are not allowed to charge a restocking fee, ignore that. You will receive a full refund by following the process. Best of luck to you....

He refuses to send me a label to send it back!.
Do I send it back to him on my money. it was defective. I wrote that, he said it is not and declares he will get it back, take it to the dealership have them do a overview of it, then if it is defective, then he will refund all money, but if not, then he will not and charge me 30%. I don't know what to do?

It doesn't matter what the seller is telling you, they are not correct. You have a money back guarantee for all items you purchase here. See my first post above, I explain how to open a return case, and which one you need to select. Do not send it back using your money or you'll never get that back. Seller will be forced to send you a return label. If they don't then eBay will send you a label instead. You will not be out any money, but you must follow the process using the money back guarantee.
Stop messaging with this seller as they are getting you upset with their false messages.

I was depressed over this...could not believe a seller would treat a customer so BAD.
Ebay is now stepping in and helping me resolve this, once I was able to figure out the HOW of contacting them, you help was appreciated.

Why was my request cancelation of order rejected and closed by the seller? As documented in my correspondence with seller the shipping was delayed. I canceled then suddenly the order was shipped. Then my request for refund was closed by the seller without a possibility to asked EBAY to step in. Due to the by seller announced delay into Jan. 2023 I purchased a different software, which arrived via EBAY email a few hours later. There is no reason for seller to send the registration code by mail. The unopened retail box seems only to hold a card with the registration code (it is still sealed). So EBAY please step in and help me to get my refund.
