Hi,
I got a defective SSD and opened a return request. The seller offered me to make a 60% partial refund and to keep the item. He's asking me to close the return request first because he says he can't do a partial refund while there is an open return request.
I'm concerned that if I close the return request, he won't do the refund.
Please advise.

No, don't close it until after you get the partial refund.
If you close it before and the seller doesn't issue the partial, you'll be stuck.

I can go to any sold item, click on refund and then refund any amount of the price paid, he's lying and you'll probably get hosed if you close the case.

Why settle for paying 40% (+tax?+shipping?) for an item that doesn’t work?
Why are you ok paying anything for a defective item?
Open a case for ‘Not as Described’ and get all your money back!

I think when a return is opened that maybe the MP money is off limits
I also make refunds or adjusments.............its easy to do like you said in MP
I also agree that you shoud never close a case.a buyer could offer you a $50 gft card to do so and the CSR will say you shoud not have listened to them
some sellers lie all the time with returns and then buyers cant neg them if they are TR+ or something

Thanks everybody for helping, I appreciate it. The seller was evasive, stalling and making a fool out of me, so I filed a case with PayPal. They just decided in my favor and I'm getting my $73 back.
I hope this helps in the future if somebody goes through a situation like this.

I closed the case.
If I don't hear from them, should I file a dispute with PayPal?
What information did you give to PayPal?

The OP didn't share the whole story, @nuraman00. When you file a return request with PayPal, you only get a full refund OFFER. You're responsible for TRACKED return shipping, sometimes back to China, to get your refund.
You've received a full refund offer
Return the item(s) to receive your refund
To receive the refund, you'll need to initiate the return shipment and upload the tracking information in the Resolution Center.
The returned merchandise must be in the same condition as when you received it and you're responsible for any costs associated with the return. If you're shipping internationally, mark "Returned Cargo" on the outside of the package to avoid tax charges.

Is this the only option I have left? If I don't hear back from the seller, is filing a dispute with PayPal, and paying for return shipping, the only option?
Also how can I verify the return address? eBay told me it was in Germany.
The seller hinted it was in China, which is why they wanted to offer a partial refund instead.

Hes not lying. I am having the same issue right now as a seller. Have a open return request from my buyer because it arrived damaged but now they asked if they decide to keep it if i would give a partial refund. I agreed to avoid the hassle because its a big item. But when i go to send refund it only allows me the full amount or i get this message when i try to go back in it.

coming back to update. My buyer just closed/cancelled the return process and I was able to send partial refund after that.

When you click to offer a $100 partial refund, inside of the return request
your buyer @no_niche_nics can click to accept, then eBay automatically issues the $100 for you and closes the case.

It did not give me that option. It only gave me that option BEFORE i accepted the return request but i had already accepted it.

Unfortunately, you actually don't have the same issue. So you shouldn't say: I am having the same issue right now as a seller.
But it was good to see your report
-- that eBay allows a seller to refund the entire Payments payment
-- but not a partial amount of that Payments payment (until after the request is closed)
during an open return request.
