So in later November, a buyer from Canada bought a lot of Thomas trains for Christmas. But just as it was about to leave the country, the postal service there went on strike. It left the country after Christmas, but a week ago, the buyer filed a complaint after the tracking got to a halt.
"Delivery is way too late, well past Christmas. This was to be a Christmas gift. Now the status says delivery attempted but we were home all day. Reviewed security footage for our home and there was no delivery attempted around the stated time.
Apparently, the tracking on the item says they tried attempting on delivery. But after contacting the buyer again, the tracking updated as "delivered"

So what should I do? The item was already delivered, and it wasn't my fault the buyer's country wanted to go on strike just before the holidays.

You are protected from anything related to late shipping, including any negative feedback. Let eBay know if seller leaves negative feedback so that it can be removed. Here's a link to eBay's announcement: https://community.ebay.com/t5/Announcements/Canada-Post-Strike-Update/ba-p/34781531
Since the package was delivered, you should be okay. I would be apologetic to the buyer, but let them know that while you sympathize with them, remind the buyer that you did everything you could to get their package delivered on time and that the postal strike, not you the seller, is the reason for the delay.

What kind of complaint? Item not received? Return and if so, reason for return?

Work Stoppage due to Canadian Politics is beyond the control of sellers in a marketplace. There will be months of this attempting to be refunded by every Canadian buyer. They should seek refunds from Justin Trudeau before he puts on more blackface & disappears again...

What should I do about the return request as it's already delivered? Will ebay cancel it as the tracking says it's gotten to the buyer?

The things buyers do to get free items!
Some people celebrate way after New Year's with days off in fact...LOL
A present...so what if it was late.
I wouldn't respond to any buyer's emails anymore.
If a claim is opened...download the tracking...done.
Buyer would have to do an item not as described return or a remorse return for a refund.
There is no refunds on late deliveries in my book. Just my thoughts.

You can do nothing, and eBay will force a full refund on your behalf after 3 business days, no return needed.
Otherwise you must either refund no return needed, or issue a prepaid return-from-Canada label because eBay only sells domestic return labels and refund when return tracking shows delivered.
After that @20_percent_awesome you can pursue your seller protection with eBay, but it's likely that eBay will not cover so many claims.
