So - I found an item in Japan that I liked - made an offer & ebay states
payment was required when making the offer, if accepted. I agreed & made
offer. Offer was accepted & I still had to manually make the payment.
Did something break or malfunction...

It will be cancelled in the timeframe it mentions when you request the
cancellation: 2 to 8 weeks on average while they verify no activity will
occur on the tracking number. If it shows up, expect to pay more if the
service changes...
Outside of the one ebay uses when you purchase postage from them?
UPS/Fedex you'd have to go directly through them for their insurance.
USPS also offers its own insurance directly.
