Brittanie- last week you and I were discussing an error with promotions where the additional categories promotion would not show which listings were applied.
The situation is worse because now the regular store promo counters are either off in the count or not working at all- along with several other problems. The entire promotions section is a mess on 2 accounts that I checked.
I sent an e-mail follow up to you an hour or two ago with specifics. I'm posting here in case others have the same problem and can provide more accounts for you to add to the ticket.
Here's a screenshot from one of my accounts- I know I'm close to having listed 1,000 this month but the counter says 0. I have no idea how many listings I have left this month which makes it difficult to determine which new items to list and when.

Middle names or even the initial can cause issues if it only appears on the Ebay account or the bank account. That is enough to make it an issue. The names must match perfectly.
FYI, when I would include your original post on this post, I kept getting a flooding error and could not post.

The thing to call at 5 am PT - that's kind of crazy. Same thing with the middle name thing. Why should it be a mystery as to what we need to do? Why can't I open a support ticket or email them about this? It's not a PO box and never was. If there is a problem with processing it, why does it say "COMPLETED?"

This poor page layout is still live (for some strange reason) ... any feedback from the department that handles that on when they will either change it back OR give us the option to go back to the old layout? There is no TOTAL and i just don't understand why eBay is shielding us from that and making us do math when we didn't have to before?????????

INRs will eventually time out after 21 days- but what happens if the seller escalates after a few days when the option appears? Will the case close out in the seller's favor?
I know it used to close out for the seller- but changes were made to the process last year so I wanted to check on what happens when a seller escalates.
@coffeebean832 assuming all of the mentioned criteria are true then yes, the case should close in the sellers favor.

We allow sellers to select the courier and service of their choosing when selling items on our site. This includes USPS, UPS and FedEx as major carriers, as well as regional and freight shippers.
While that may be the case, is ebay still 'electing not to show' ALL the choices a seller will provide to the buyer on listing?

You must be lucky. Many of mine arrive weeks or months late, and its not just media mail priority is about as bad.

The same exact situation happened to me the other day. I am the only stakeholder and made myself the primary contact and that seemed to take care of what was needed and the banner is now gone.

The bank account number and the person identified in the seller profile match.
I have been attempting to get a call back, but the advice to call at 5 am PT seem ridiculous. Why should I have to do that to get a call back about an issue like this? It's pretty obvious that you are slow-paying people on purpose, as AMZ does, and as well, not making it a one-time option to have the postage taken out of the pending payments. Why should I have to check that box each time? So, I get to pay for the item, pay for the shipping (because I keep forgetting to tick the box), pay for the fees, do all the work, and then you hold my money for weeks (maybe forever)? And I will still be invoiced for my store fees? Why could that not be taken out of the pending payment? Why is Paypal, Mercari, and Amazon all able to put money into my bank account with little effort, but eBay cannot? And then I can't even email someone or open a help ticket? I guess you figure people don't have much other options?

What is the process for disputing charges on UPS shipping labels that are purchased through eBay?

We contacted eBay, you can listen to the CS call - the rep is clueless and gave us info related to USPS disputes. I am not convinced that a dispute was even filed as a result of the call, we've gotten no email about it as the CS rep referenced.
Ebay quoted us $8.12 to ship the example package. We then were hit with a $19.65 surcharge on our invoice. So $27.77 to ship a 6x6x4 parcel at the 1 LB rate to a normal (and VERIFIED with UPS) residential address in a major metropolitan area not too far from us.
We have a similar issue with another purchased-through-ebay UPS label on a different selling account - THAT charge was taken from our payouts (NOT invoiced). Ebay phone CS can't explain that one either, or why it was pulled from payouts versus being invoiced (both of these accounts are in MP)
How do we get someone on the phone who understands these issues and how to fix them?
