"Promotable items" not including newly-listed Books (in the new category)

I noticed today, as I manually edit items into the new Books category, that only Antiquarian Books items are being found by the "Promotable" filter at [the standard seller's view] . Items I've edited into the new "Books" Uber-category do not appear, and when I look at my active listings via Seller Hub I also see these books are labeled "Not Eligible to Promote".

I note the rules for eligibility imply they should all be showing up:

  Promoted Listings is currently available to Above Standard and Top Rated eBay sellers with recent sales activity. Sellers can promote fixed price listings for most categories except Vehicles, Real Estate, Everything Else, and some Travel categories. Auction and Auction Buy It Now listings are not eligible at this time. When you create a Promoted Listings campaign, only listings that are eligible for the service will appear in your selection view.

To clarify "new Books category" means the new Category #261186, "Fiction and Nonfiction Books"

Definitely still broken. I just listed another 30 or so "category-repaired" books,  and all of them are labeled "Not eligible to promote" in Seller Hub view.

Items I'm listing today in the Books category are still marked this way in my Seller Hub view of active listings, despite being perfectly fine otherwise.
