It is published that ebay will protect it's users from scams that rip users off. this scam starts by the scammer seller listing a bogus tracking number to a different address in the same city that will provide logistic info to a delivery of some item to ebay. I was informed of a delivery of my item to my address but when I called UPS they said it was delivered to a different address. I started a claim but ebay resolution granted the payment to the scammer and want me to provide negative proof that the package was delivered somewhere else??? I guess the EBAY guarantee protects the scammer seller's ship to address and leaves the investigation to the buyer. UPS cannot issue the seller's ship to address without a warrant

We generally do need documentation from UPS confirming where the package was delivered in order to confirm you didn't receive the item. the new news is that ebay does not use your address in deciding if you got your package guaranteed. Only logistic info that your city was the destination is the final determinate.

I challenged the resolution decision that said the shipper supplied a tracking number, but to an address somewhere else in my city. Ebay paid the seller and granted me a "gratis" refund. What a scam that ebay still doubts that I recieved the CPU. All EBAY has to do is verify the delivery address but they won't make the confirmation call to UPS, too much work for them and they want the seller to plead the no delivery SCAM and accept the rip off. Better watch those stock prices eBay ,you're paying scammers?!?!

I also got scammed liked this recently and ebay closed the issue with FINAL solution that I won't be refunded.
This is getting common. I will probably go to my bank and ask for charge back whcih will destroy my paypal account but there will be no punishment for the scammer.

This just happened to me, and ebay ruled in favor of the seller. I am appealing the decision because I was able to get written proof that the package was never delivered to my address, rather another address in the same city. It's disgraceful that ebay doesn't do a better job protecting its buyers and vetting its sellers. Working through UPS to get the delivery address was also not easy. I had to make several calls and speak to multiple supervisors before someone agreed to send me the delivery confirmation which showed the wrong address. Scammers know it's difficult to prove and they're long gone with the funds by the time anyone knows what's going on.

This has just happened to me now i need to get proof that the actual address is not the one that iv given to the seller. The process to me doesnt protect the buyer at all.

There are several threads on this practice already. Per the blues, you DON'T need the actual delivery address. What you do need is a statement on the carrier's letterhead that confirms that the delivery address WAS NOT your address. Ask the carrier to include the size and weight of the item as the scammer will usually send an envelope with tracking, so the size and weight are additional evidence. This document is the proof you need when you contact eBay, so you will be expected to upload a copy to your open case.

Just happened to me. eBay ruled that I will not be refunded for the purchase that was not delivered. Tracking number only indicated that SOMETHING was delivered to my Zip code. For all I know, it could be a blank envelope or a spam mail delivered to another address. What kind of protection is this.

I did not received my item . My seller was also a fraud. I had ordered a dog clipper from this seller. The UPS tracking number given by seller was wrong. I inquired with UPS and it seems tracking number referred to an item ordered by someone else through Amazon for a "power supply" in the same city where I live. UPS confirmed that they did not make any deliveries at my address against that UPS tracking number. I had twice asked the seller to resolve this, but the seller refused to do anything but responded that the order has been already delivered by UPS per above tracking number. It seems the seller probably hacked into UPS or Amazon database system to find some other UPS delivery tracking number in the same city where I live and provided that same tracking number as proof of delivery of my eBay order.
I opened a case with eBay to investigate with UPS the delivery details of above tracking number on their own. To my surprise, Ebay initially sided with seller and closed the case because it is their policy not even to verify with UPS the validity of shipment tracking number - eBay just goes by the generic website UPS proof of delivery that shows only the date to delivery and delivery city. I called eBay and had a threeway call with eBay representative and UPS where UPS representative verbally confirmed that this tracking number did not refer to my delivery. In the call, eBay rep asked UPS rep for a written document of showing name and address of delivery but UPS refused since this tracking number was not for my delivery. Thereafter, eBay asked me to file a case with local police to get written proof of incident. So, filed an appeal with eBay and I filed a case with local police and eBay send a message that money will be refunded.
Type "Fraudulent UPS Tracking number used to scam buyers" in google to learn about this type of fraud.
My advise is to be very careful when buying on eBay to avoid scams like this and avoid lot of wasted time in getting money back - always check the negative feedback and decide if the seller is credible.

Still happening, just happened to my sister, tracking number said it was delivered to our zip code, ebay sided with seller. Item bought was a chainsaw, tracking number stated that items were flooring samples from Canada, shipped to a flooring store in our zipcode.
Had a police report, transcripts from FedEx starting that the item was signed for at the flooring store. PayPal sided the same way. This is total garbage, and has been going on far too long.
