I see you are registered in Bosnia and Herzegovina. Make sure you are using the Resolution Center link on the same site that you used to make the original purchase. If you are sure you are using the same site, you will have to contact eBay directly, most likely through social media.

Are you able to send a message to users directly from the user's profile or feedback page?

Some users seem to be having problems contacting zero feedback users in particular -- is that what is happening for you, or are you having problems with all users you are trying to send messages to?

I've got the same issue.  You can't reply to buyer messages from Messaging screen, you get e-Bay Server is down error.  Tried with different computers, browsers, disabling add-block.  Anything I could think off.

eBay is not currently down; you may be getting that error message due to a bad web page link. What are you trying to do when you get that error?
