Had the same problem for over 1 day. What worked for me is using e-Bay application on an Android phone. Was able to respond to a message there.

I'm having the opposite problem, I can't respond to buyers, with the same error. Doesn't look like e-Bay is doing anything about it, it's been like this for hours now:

I've got the same issue. You can't reply to buyer messages from Messaging screen, you get e-Bay Server is down error. Tried with different computers, browsers, disabling add-block. Anything I could think off.
