I was under the assumption that watchers would show under Listing eligible to send offers. I have 3 new listing that already have watchers, but do not display under eligible to send offers. Could it be because the buyers do not meet my set qualifications? Or are blocked? Unable to find anything technical notes.

Yes, as far as I can tell eBay does not spell out the exact details of what makes a particular watcher (or listing) eligible, or show the limits placed on the numbers of offers a buyer may receive.
On another page it says that items must have been in a cart for five days to qualify, so the limits that are described are not consistently described.

Thanks for the response, but that's not what I asked. A new listing is being watched, but does not show in the eligible listing to send offers. I think we found the issue (noted above), but may not be working 100% of the time.

The listing may be too new. It may be in a category that is not eligible. Or the individual watchers may not be eligible for one reason or another.
You may be able to rule out some of those -- if other listings in the same category are eligible, for instance. But it is difficult to ascertain whether all your watchers are eligible or not, or how many other offers each might have already received.
