Why is the Send Offer option not showing, when it is supposed to?

Hello, I am not sure if this is a Technical glitch and addressed it on the Seller Hub a few days ago, but with 230 listings of which about 52 are Fixed Price items, and approximately 33 items being watched, some by 3-4 people, I am wondering why the Send Offer option is not showing for me.

Ran out of time to edit: Just wanted to mention also, that WHEN it does show up at the top of my Active listings, only about 1/10 of all items with watchers are included (so, with the numbers above, that would be about 3 potential buyers), and this despite the fact that those are not newly added watchers, but seem to be the same number of people who watched the item 24 hrs or longer, before.

Oh, one more thing, while we are at it: It USED to be an option that, when a potential buyer communicates with seller and offers a price he / she is willing to pay for an item, we sellers could respond with an offer to that message when answering it via eBay messaging. I had two such offers sent to me on two items which originally were not listed with the Make an Offer option, but I would have accepted their price, yet there was no way I could send them an Offer directly, from my response. 

I had to modify the listings so they can put in an offer. Is this happening per design? Many thanks

Did I post this on the wrong board? Is there anyone from Tech Support actually reading and responding? I have the same issues, still. 

Over 30 watchers, on approx. 25 items today and I am not being given the option to send an offer. Just curious, as to what the rules are, that is all.

Buyers can opt out of receiving offers and if you've sent previous offers to the watchers, you can't send another.......so if one of those applies to your watchers, the item won't be shown under the send an offer section.......

Is there anyone from Tech Support actually reading and responding?

This board is primarily for users to share problems and workarounds. The folks who work for eBay (not tech support) do not typically respond to posts here unless tagged, and then only to answer very narrow policy-type questions or to pass along status updates for ongoing issues.

I do not know the details of the current "Send Offer" promotion, but it sounds like it may have particular category limitations along with being limited to watchers that have chosen to receive such offers, or users that have the item in their cart for five days or have viewed an item a certain number of times. I believe that there may be limits to the number of offers that a particular watcher may receive as well.

And yeah, I tried to discuss this already the Selling board previously, but since I believed this must be some technical glitch - and I still think it is not impossible that it is, in part, as ALL watchers could not have opted out of receiving these offers from sellers, so at least SOME of them should qualify and want to receive these - alas, I will not worry about this any longer, thanks to the information you just shared. I cannot say I am a huge proponent (on my buyer account) of getting these offers, so I would rarely use it as a seller, but I was curious as to WHY this is happening.

I wish I had a more definitive answer for you, but eBay does not really provide enough detail to determine why a particular watcher (or group of watchers) can or cannot receive an offer.
